Shaw, Superintendent of Pollution Control RE: SANITARY SEWER ROUTING FOR PROPOSED BRIDLE WOOD ESTATES; UCCELLO AND IRELAND BUILDERS, LUCEK ENGINEERING There are two possible routings for the sanitary sewers at - proposed Bridle 'Wood Estates: . ' 1. The proposed routing from Shagbark Lane, across the land of Backman and into the existing system on Carriage Drive. 2. From Stone Henge Road, across the C L & P right-of-way, through the land of Ireland and into the existing system on Abbe Road Extension. I recommend that the second routing be used. Although it requires approximately 1,100 linear* feet more of sewer line, this proposal is by gravity to the Water Pollution Control Plant. The first proposal must go through a pumping station (Clark Street Station) before reaching the Plant. It is a general rule that a sanitary sewer system be routed through its watershed area, which the second proposal follows. The first proposal routes into a different watershed. Proposal #2 has the advantage that in staying within the watershed it "opens" up or extends the system to previously unserviced parcels. 2e s ichard P. Mart P.E. & L.S. , RPM:bw cc: R. Bowen Davies, Deputy Town Engineer RE: SANITARY .SEWER ROUTIN,G FOR PROPOSED BRIDLE WOOD ESTATES AND ITS POSSIBLE DETRIMENT TO WETLANDS It is my recommendation that an alternate routing be made for the sanitary sewers for proposed Bridle Wood Estates (please note attached memorandum to Fred Shaw) . The impact made upon the wetlands would be no more than the impact in the wetlands area previously approved by• the Inland Wetlands Agency for Bridle Wood Estates. With proper engineering, good' planning and construction, any adverse effects would be minimized. Due to high groundwater elevations, underdraining may be required during the construction phase. With the sanitary sewers in place and its underdraining, the possibility of opening building lots on the property northwest of proposed Bridle Wood Estates is enhanced. In order to protect the integrity of Plum Gulley Brook, it would be required that the sanitary sewer pipe be ductile iron and be encased in Portland cement concrete under the brook. Richard P. This route is referred to as ,1l in the Town Engineer' s report (see attached copy) . The alternate route roposed by the Tom Engineering Staff has a far greater impact n a wetland area that is being left undisturbed by the appli c nts. By installing sewers in that area, the construction wo ld have a severe impact and would tend to "open up" land that th Agency feels should be left undisturbed. ATI CE:chm Attachment cc: Emil W. Tie study took into account the Windshire Abby Estates Phasel,Vl which shall consist of 23 lots on the east -sid of Ellington Road north of F ster Street and Beelzebub Ro d as ,well as the potential for a 34 lot subdivision in the rea }mown as the Ireland Prop rty on the west side of E1 ' ng tort Road south of Bourbon Street. The Transportation Stuly prepared by the South Windso Planning Department in une 982 identifies the inter ec- tion of Ellington Road and Foster Street as one of the 15 or maJj problem intersections in the Town having rec rded 8 accidents inthe three year study period ending in t r a f f is studies t r a f f is engineering t r a f f is planning -2- December 1980. A review of c al cadent data at the intersection for the latest three year pet Iiod shows 1 accident. in 11981 , 2 in 1982 and 5 in 198B which) would indicate that the inter- section area remains ozie of the major problem intersections . Actually there are two intersections at Foster Streetl, and Ellington road which for convOnience in this report ate referred to as the south inte section and the north i ter- section. The south intersection is near the fire house at the point where Foster treeti (and Beelzebub Road) join Ellington Road from the east. '! The north intersection is about 300 feet further north Where Foster Street 'oins Ellington Road from the west ust to the south of Saginaw Street. The plotted ac identiAata available in the SoO th Windsor Planning Department indicates that accidents are more frequent at the so kern intersection than at the northern intersection. Street,Ellington Road north of oster g et, was listed in tle 1982 traffic study as p vidi g a 1979 average daily traffic of 4900 . 1983 to m intained by the Department of Transportation indicates an average daily traffic of 4 1200 with a .m. peak hour tra is of, 630 vehicles per hour acid p.m. peak hour traffic 484 .I Counts conducted by our office on July 26 , 1984 eveal'Isimilar total volumes but with a lower morning pea and a heavier afternoon peak It should be assumed tha on busy days the peak hour t affic on Ellington road ro thE north, of Foster Street in the ', order of 600 to 650 vehicles per hour. Higher volumes occur to the south of Foster Street. -3- Ellington road through t it length in South Windsorllexhibits a very pronounced peak period of traffic both in the orning and in the afternoon wLth anlextreme directional distribution. The typical roadway inliartford County carries 8% to 1i $ of the daily total in the eaviest hour with a direction 1 imbalance that general produces 65% to 70% of the t;affic in the heaviest direction. Peak hour traffic in Ellington Road north of Foster S eet, is 13% to 15% of the daily total with 80% to 90$ of the Itraffic southbound during the morning commuter peak d 75%1to 80% northbound during the afternoon commuter pea Foster Street to the north if the intersection is estimated to carry between 1000 and 1200 vehicles per daywith pEak houir traffic volumes record d in the order of 110 durin the morning commuter peak and 'labout 150 during the afternoch commuter period. Southboundltraffic on Foster Street has t equal distributions with about half the traffic continuing south On Ellington road and thej other half turning to the east on Fster Street or Bellzebub Road. The traffic volumes within the intersection, even during commuter peaks when hourly volumes are more than twicee that occurring the remainder of the day do not produce congested conditions within the intersection. Figures 1 and 2 depict he re orded traffic volumes during g P our recent studies at the intersection. Figure 3 illustrates the extreme peaking characterictics of traffic, volumes on Route 74 nor heast ' of Foster Street. olu es -4- Single family homes ina typical subdivision setting have been found to generate approximately 10 automotive rips per dwelling unit per day. IThe construction of 23 new homes on Devonshire Drive cr 34 now homes to the west of this area south of Bourbon Street will not generate traffic volumes to the degree that a noticeable diminution in the level of traffic service within the intersection will occur . Additional increases in traffic resulting froma continued growth in South Windsor and residential constructio6 in Ellington, however, will result in increased trafficlwith the potential reduction in the level of service available. The location of acces roads to serve new communities should be considered in the olanning for this area to insure that conflicts are minimizad and that new traffic enters the roadway system stem at the safest possible location. Windshire VI includes for a new roadway to be proposal Y known as Devonshire Drive to serve 23 homes proposed on the east side of Ellington Road near the northern intersection. That intersection presentlyIs substandard and presents some difficulties for moto ' sts travelling through the iner- section. Southbound traffic, on Foster Street enterslElliny::on Road at a very accute angle iforcing motorists to tu r and look far over their left shoulder to observe approaching raffic. The flat angle also a ouragIIes violations of the stop sign at that location with some motorists treating the area as an expressway on-ramp rather than an intersection. More -5- si nificant however, is the potential hazards created b 9 P Y northbound traffic making high speed left turns into Foster Street . That movement is often made at high speeds and is a potentially hazardous head-On type maneuver . The introduction of a third 'lintersection in this are in the form of Devonshire Drive would add another point, of decision and possible conflict for traffic on the rol dway. The vertical geometry of Ellington road with its humps and velleys provides sight distance limitations in severl areas . New roadways Dr driveways s then are best located at points where sight dis ance can be provided which wi 1 P ermit enteringand a ' ting ,traffic to see and to be', seen by traffic on the main roadwjay. One possibility we explored w lace Devonshi Road on the east side of Ell ton n as to p - g Road so that a direct onnecltion could be made across the land area between the 'Y" formed by Foster Street and Ellington road so that Bourbon Street could be exten ed due east and intersect E1 ngton'' Road opposite a new Dev6nshire Drive . Such a location, however, is over a hillcrest for northbound traffic and would limited Sig provide for g t Similarl roadway which will provide for an distance y, i Y _ easterly extension of gina'Iw Street to and across Ellington a Road and to a new Dev shires, Drive also presents an *rea of limited sight distance due to a hillcrest to the north. The best possible sight distance for traffic in Devonshire Drive is at the hillc st about 500 feet north of the -6- southern intersectio of Fo ter Street. i We have attached her o a sealed sketch plan which illustrates a suggested intersect on treatment for the northdrnlinter- section and Devonshire Drive under this proposal , northbound traffic on Ellington oad desiring to turn left to Foster Street would be required to , do so at the Devonshire (Road intersection at the n wly constructed Foster Street.i Under this proposal , a short) section of Foster Street will' be limited to one-way ( s uthbond) traffic eliminating the potential high speed left torn. The new crossroad is located at a hillcrest with eK Celle6t sight distance for all' approaching and turning traffic. With respect to the I landl,,Property, it appears that three points of access are ssible. A subdivision on tha area could connect to Bour n Strieet and to Ellington Roa g O at one of two locations . ITherE appears to be a narrow right of way to Ellington Road on the west side of the roaway opposite the fire hous I also understand there islia possible connection th oughlthe Wisneski subdivision further south. Care must be taken in that area to insure any new roadways are at the n th end of that property so tht y adequate sight lines a a ava',ilable entering Ellington Road. I It would appear that e locution opposite the fire ouse would require the reconstruction of the southern intersection and the relocation of Foster Street through some of the present fire station propertly in order to insure a proper 4 -7- nm that location. The design g crossroad alignment g p esented herein for the northe n intersection would adequately accommodate any incr sed traffic from the Ireland ub- division which would utilize Bourbon Street. In my , opinion II a connection to either Bourbon Street or to the Wisreski property to the south is anl, acceptable means of accss for that property. Acces to Ellington Road opposite the fire station would requir additional land area and a relocation of Foster Street thrc gh a ortion of the fire housel, property I and a lowering of the profile in Ellington road to alchieve a satisfactory geometry. We appreciate the o rtuni to resent our anal si of PP Y P Y this intersection are I. Welwould be pleased to assist in the development of fin 1 plans and in the coordination with I town and state officials inithe implementation of th s concept plan. Very truly yours, F. A. In atte dance wore Emil Lucek, engineer; Phil Ireland and Phil Ireland, Jr. ,; Peter EMallie' South Windsor Planning Director; Edesse Sloan, South Windsor P1 rning Department; Eric Scherer, Resource Conservationist, S.C.S.; and A 3 Parker, Hartford County Soil and Water Conservation District. This r rort supplements reviews made on 12/8 , 1/83 and 9/84. A plan entitled "Bridle Wood Estates" dated 11/20/84 sheets 1, 5, 6 and 7 of 12 was submitted to our office on 1/2/85. ' Of major concern in this review were lots 18, 19, 20, 21, 22, 23, arc 26. Our concern centered around the placement of lots within inland wetland limits. As informed by the developer, the Town of South Windsor had placec restrictions on these lots. Basement slabs should be no lower than elevation 242. 1 ft; filling should be kept to a minimum in wetland areas; an open space area is t be established north of Shag Bark Road. It is strongly recommended that proposed houses, driveways and relatled grading be shown on detailed plans for lots 18, 199 209 229 23 and 26. Some filling will be needed on several of these lots to construct the foundations. The existing drainage pattern on lots 22 and 23 should be relocated to be maintained between lots 21, 22 and 23. All lots should be graded positively aw y from foundations. Underdrains will be needed in areas with a seasonal hi h water table. It is suggested that storage capacity in the detention areas be incr ased to compensate for any filling in wetland areas. The material to be used should be tested and the results submittedl for approval by this office pi-for to placement. 2 . Placing of the Einish pavement is currently a ticipated at the end of July, beginning of August. 3 . Notice will be iven to this office at least ' 24 hours in advance of the a tual paving date. 4 . All monuments and iron pins are to be set prior to paving the road. 5 . The puddle condition at the intersection of E I ton Road P ling ton Bridlewood Road must be corrected before p ving starts. Elevations should be taken to identify the pro lem and the solution agreed to by the Town. 6 . On Bridlewood Road, the second manhole in from E lington Road is not in the middle of the road. Paving must be done such that the crown is in the center of the road and sloped correctly across the manhole. We want to avoid having the cross slope start at the manhole thereby causing an excessive slope. 7 . There is a large oil spill on Shag Bark near th cul-de-sac. This must be cleaned up properly before pavement , is placed. Mr. Paul Ucello June 24, 1991 Page 2 . 8 . There is a settlement in front of the last hydrant on Bridlewood Road. This needs to be cut out and patched properly. There is also some curbing damaged in the same area. This needs to be repaired. 9 . There is settlem nt at the first set of catch basins on Bridlewood Place in from Ellington) . 10 . When sidewalks ar completed, slopes onto the lots should not exceed 3 :1. 11 . Sidewalks on the north side of Stonehenge conti uing around to Bridlewood nee to be backed up both in front and back of the walks . This also applies to Shag Bark. S eding must also be in place. 12 . Prior to paving, catch basins need to be cut out. l 13 . As-builts will n ed to be submitted to this ', office and approved prior to any street acceptance. The following item was not. discussed at our meeting but ill need to be addressed prior to completion: a tack coat is to be ap lied to the existing pavement after the pavement is cleaned and p for to the finish pavement course app ication. Standard drainage easement should be used. 2 . Metes and bounds descriptions are required. 3 . Easement between, lots 18 & 19 is shown on dra ing to be less than 20' wide. This should be investigate prior to establishing metes and bounds descriptions . 4 . The Quit Claim Deed for the Town to sign should be a Town Release document. JC I/ 'J sv cc: Michael J. Iazzetta, Town Engineer RE: Bridlewood Estates We have reviewed the request for release of the $10,00 "drainage" bond for Bridlewood Estate and have the following commen s: 1 . The April 9, 1985 Planning and Zoning approval letter states "The plans shall be modified to show a swa a will be constructed to the rear of the lots on Ellington oad, to the proposed detention basin, and is subject to the ',approval of the Inland Wetl nds Agency" . Based on this approval condition, it is felt that Mr. McCahill should also review this "drainage" and give his concerns/approval of the system prior to release of this bond. 2 . A field investigation indicates that the drainage system installed is not a ceptable. a. The 24" pipe has approximately 6" of stilt in it, indicating that there is a flow problem. b. The 30" pipe has not been backfilled properly. C. The swale appears to be nonexistent. We, therefore, recommend that this bond not be releasedluntil these drainage system concerns have been resolved.
