Dart Hill Road ppears to have a high crown, no Shoulder, and no drainage . Traffic volumes are 4, 200 vehicles Ipe day--or at the lower end pf thle medium range (21000-10, 000 ADT) . Newmarker Road is extre ely ,narrow, probably on the order of 1 - 14 feet, with no shoulder, nor drainage . It is your classic country lane, with sufficient w' th for one vehicle only. The N etyma rker Roa Dart Hill Road intersection is atl the base of a hill , and requires the motorist to make at, least two quick turning movements to negotiate the Dart Hill section . I trust that can account for the relatively high number of traffic accidents here . During the three-year period $0-1982 , the South Windsor Planning Department has determined , from police records , that there were a total of eight O oid nts- including six (6) involving personal injuries . This is in rdin tely high number of personal injury accidents for a South Win sor intersection. If the developer realizes , say, 100 single- am ill homes from this development, I trust we can expect an• addit onal 1 , 000 one-way trips egressing onto Dart Hill Road--whether e t- o west-bound . Accordingly, I see this proposed development a an Opportunity to update some obsolete street and drainage sy iems at the developer ' s expense, insofar as this development will add traffic to this very street network. My recommendations , as t e subdivision proposal develops , are : r Page 2 a Reconstruction/realignment of the intersect ' m of Dart Hill and Newmarker Roads . b) Reconstruction of Newmarker Road to a fu111 +fodrt width., centered in a S -foot right-of-way. c) Upgrading of the north side of Dart Hill Roado from the center line, including pavement, crown, ra ' 4ge , and shoulder . l d) No new curb cut be allowed on Dart Hill Road '- With the above _ impr vements , I see traffic a no impediment to this proposed dev 1 pment of one-half acre lots . One final note regarding traffic : I see it as very likel that Newmarker Road will eventually continue to t e north, and connect with Grant treet in Ellington . Zoning: Zoning tc he- east of the subject p rc s calls for single-family homes on one-half acre (22 , 0001sq ft) lots -i . e. , the R-22 zone. Indeed, Vernon has zoned eve yt Ihg west of the Hockanum River, north of Dart Hill Road, and ea of Newmarker Road, as R- 22 . Thus , the east side of Newmarker Road in Vernon. is zoned for one-half acre lots . The south side !of art Hill Road in Vernon is zoned industrial . Townwide, the RR zone encompasses 37% of the lalal ar a, with the proposed zone, A- 0, covering 11 Land Use: Land to the east of the site is used forsingle-family residential pruposes on one-half acre lots . Abutting land in South Windsor is predominantly vacant, or falrml d, as is land in Vernon on the side of Dart Hill Road . he subj ct site is composed of va:outh ant and farmed tracts . • T Page 3 Flood Plain: None to I Wetlands . The watercourse, wet of the and an area to t e $ northerly most section of Newmarker Road. e ' Town Plan: The 19 Town Plan suggests this site , sholulde I h assigned to low-den ity residential uses . Other : Most of the homes in the abutting Vernon #ei hbor ood are similar to those in South Windsor ' s established A420 neighborhoods . Many homes have one+car garages ; some, such as Ha,ny Lane, have two-car garages ; and those on Emma Lane we de elop d without garages . Many owners on Emma Lane have since put on garage additions--primarily one-car . I believe it can be anticipated that any newiA- devel opinOnt would be similar tolthe newer A-20 developments in SouthWindsor; e. g . , Pleasant Val 1 y Homes, and the end of ua y Book hive . Average home sales rices can be expected in the 1$10K ra ge, and up. Conclusion: I am n t averse to establishing an 20 , zone on the subject parcels , insofar as the abutting nei hborI,hboo is similar to A-20; and the necessary street and utility impirlov ments appear feasible . I am strongly opposed to a sewer pump station; and, therefore, will Oppose approval of a large s bd' 'ision here until the interto sewer agreement is in place. Peter R. Application of Jelan Marc Jacques for a zone ch a fro R to A-20 for a o imatelj 71 . 8 acres located o westerly . side of Clark Street , nottb of Smith Street . Attorney Raymond G . LeFoll of 2307 Silas Deane Highway , Ro y Hill , was present on behalf ofthe applicant Jean Marc J quos . his arcel consists of about 71 acres on the west si f ,Clay Street. - -^, - • I end presently abuts A-20 zone which is par o e 'LaCa 4 Subdivision, and al-o abuts an MF-A zone, Indian Riig6 Con ominiums . It 'is approximately 2, 000 feet from the intersection of Cl 'rk and Pleasant Valley Road , and is services -by water , Ee rs , el ctric and other utilities Directly across the street intersect ng with Clark Street is Smith Street , which contains a m t ' -amil zone presently being dev loped by Mr . Alexander , and , the str et is another multi-family zone which is being deve• op y the pplicant and will be known a Pleasant Hill Condominiu s . . , LeFo Il noted that during hearing for condominium developments t e , public expressed need for single family homes , and that I what they are proposing here . This is compatible with the Plan IfliDeveloplment . Even Smith of Reino yyppa & Associates of Gla to fury * the (engineer for Jean Marc Jacqu t , pointed out the area o a la'Ip and al'Iso pointed out a proposed subdivision layout . They are ro ,suing between60 and 70 lots whic will be approximately on u it'Iper acre . Sewers would be in an easterly direction to Clark St ee I and water is available on Clark Street . The applicant rec nt y ,aDproacbed the Commission regarding potential stockpiling on thi3H,site , but no decision was made . There is no problem with flo ing . Drainage would be carried to Podunk pond and the increase in run-,aff would be minimal . A portion of this property is in wetlands and thejldoinot propose to develop it . Bruce Hillson of Purcell Associates of Glastonbur was Present and reviewed his repoi dated May , ' 1984 , which stated i n ',part "Access to th subdivision will be via two sul division roads intersecting lark Street . The exact location of these sub- division roads will be determined during pl,reparatio of the -subdivision plans . The Town desires that one of the streets connect to th easterly end of Quarry Brook Drive , creating a street runnin between Ellington Road and 4k 'I,Stre t . . . . . For the purpo a of this study , we assumed at Ill a lsting traffic on Qu rry Brook Drive plus all traffic expected from the 70 lot subdivision, plus all traffic eypotted from the 6 Planning & Zoning Commission 2- /5/84 but unconstructed 60 s 1' -fa it previously approved, b g Y . homes in the LaCava subdivision would travel theintersection of Quarry Brook Drive at Ellington Road . We then assumed that all existing and expected traffic would travel Jhe intersection of the new subdivision road at lalrk S reet ." "The intense tIon of Ellington Road with Quarryl Brook Drive is presently operating at a Level of S ry c ' E duri $ the morning and afternoon peak hours and is expeqteld to continue operating at this Level of Service during the mjorni and afternoon pe k hours. A Level of Service rjbett -t is ri expected dun g the remainder of he da . inter ections of Clark Street with the new subdivision 4 s are xpected to operate a a Level of Service B or et throug out the day. . . . .The analyses also indicate a c pa c}onst dint could occur t the intersection of Quarry old Dri a and • Ellington Ro d . This intersection should te mclnito ed bY the Town to dete mine the need for a traffic Eli al if carry Brook Drive . s continued thru to Clark Street. '! " Summary and Conclusions : The proposed ZOT.{e change and subse- quent 70 lot subdivision is expected to genrato a t Ital of 700 vehicle trips per day . During the morning peak nour 39 vehicles will exit the development and 14 ill ' ente ; the number of exiting and entering vehicles durin t fernn n peak hour are 26 and 44 respectively . The Level of ervce at, the intersection of Ellington Road and Quarry roof Drive is expected to operate a a Level of Servi a (during the morning and afternoon peaks and a Level of ServicalC or better the remainder of the day . This intersects n is, presently operating at a Level of Service E and should be on ' gored by the Town for the need of a traffic signal . The inters io'4erate of Clark Street and the new subdivision roads are expecte o at a Level of Service B or better throughout th day . The capacity analyses were done assuming all e ' st#g and expected traffic would travel each intersection allc} ing f o ,the "worse case' condition which is not expected to occur . No roadway or traffic operation improvements are necessary due to the traffic generated by the proposed subd ision with access to Clark Street - " Mr . LeFoll noted that thel, homes that would be bu ltl would be similar to the dwellings at Chapeh Hill Subdivisio o P easant galley Homes . He concluded that this property lends itself -2I0 de lopment , will be .services by all utilities and meets all engineering i6quirements . Mr . DeMallie reported as follows : There are Ecme flood plain areas along Plum Gulley Brook as well as Vinton ' s Pcrd near the Boxer parcel and Indian Ridge Condominiums . If hi a plicat ' pn is approved the flood plain area must be exclude excludec . There are some wetlands along Plumb Gulley Brook and there is a small seasonal brook. LaCava ' s Beechwo,od Farm subdivision is to the rthwes and this was approved but the plans were never filel and, tho sub ivison never persued . There are smalls wetlands scatter ad r u out the site , and me r'ielativel steep banks . Th c p ei there are soensi a plan calls Planning & Zoning Commission -3- 6/5/84 for medium densi en y , or two families per acre . .4 . .Della lie recommended that the area bedevelo ed as an open p space subdivision similar to Tudor Hill and B echwood Farms . Open space shoald be required all around the circumference of Vinton ' s Pond ario should be a substantial amount if the Town can get it . Th r should also be open space by P1 m Gulley Brook. Mr . DeMallie continued that Quarry Brook Drive uld not be its current length- unless it was intended that it t contin ed to Clark Street . The Bee hwood subdivision was to have read c ming out . The Commission may wish to consider holdingmo in es --rowfor a traffic light on'Ellington , as they did in the divan Ridge Condominium matt r . Consideration should a g ' n to p ecement of the houses in vi w of the CLAP easement , and t !through street from Quarry Broo Drive should follow an i dir pattern to discourage through traffic. Mr . Martel , the Town Engineer , reported: Sewers IM4 wat r are a.Vai-lable , and the paramount concern is drainagewhich hould be • in accordance with the Town ' s zero run-off pol ' The integrity of the flood plain should be kept intact . No one in the audience spoke in favor of , or in pposit on to this application. Commissioner Sorenson asked if this zone change ) s not approved would the applicant still want to -stockpile on this, sites and Mr . LeFoll noted that some materials were to be 4sed on 'his site and some were to be used elsewhere . Mrs . Montana asked whether there would be any p blem with open space around the pond, and Mr . LeFoll replied n that whenthe subdivision application comes in the Commissionlould review it . Mr . Conde asked how much of the land is wetlands ,! and arid Mr . Ken Smith that with 60 lots on this site , about one hind would remain undeveloped. Mr . Smith also clarified that most of the fill that will placed on this site is gravel and wow 4 be us d in development whether the site is developed A-20 RR. Commissioner Smith asked when the traffic study as don o and Mr . Hillson replied that it was taken on April 19 , 22 arid 23rd with most of the count taken on April 18 and 19 . Ali ail I RESOLUTIONS MONDAY, APRIL 7 , 1986 Page 2 14 . New Business (continued) *e.
