This also allows for good building placement with no problems relating to driveway access on the proposed road layout, designed to town specifications and standards. STREETS: Of the two (2) Town roads bordering the property, improvements will, be madeto Clgrk 5treet and Smith Street, upgrading the width and drainage requirements to Town standards wi1c'c also includes the instal ation o curbing along the site frontage. STORM WATER DRAINAGE.:- . The off-side drainage areas that presently traverse the outskirts of the site will be maintained approximately in their present locations and in some cases will be enclosed in a piped system, discharging in the same locations as at present, with no increase in discharge. The on-site storm drainage will be collected in catch basins and piped to detention basins, located on the site. Any overland run - off from adjacent areas to the Southeast, presently discharging onto the site, will also be collected in one of the detention basins. The total combined discharge from all of the detention basins on site will not exceed the existing run - off from the site. Investigation has determined that there are no locations on site that would fit into the category of a 100 year flood plain..- - UTIbIT IES: Water is available at Pleasant Valley Road and Clark Street. The M.D,C. is presently making a study on the size and location of the mains. Electric power is available on Clark Street. The Gas Company is planning on servicing the site via Clark Street. The .sanitary se_wers._design plan has been submitted to the Town Sewer Commission and the main discharge line will tie in at the intersection of Clark and Smith Streets. This will be a gravity system. Telephone service will be provided from Clark Street. IMPACT OF THE DEVELOPMENT ON THE CAPACITY OF MUNICIPAL AND STATE FACILITIES STREETS: The planned improvements to Smith Street and the present traffic capacity of Clark Street, as described in detail in the traffic report, indicate very Little impact on the streets. DRAINAGE: With the use of on-site detention basins, employing a zero increase in run-off, the present off-site drainage system and the downstream structures will receive no adverse impact from the project. SANI3ARY SYSTEMS: The site is located in an area that is relatively under-developed and the sanitary waste discharge will have little impact on the Town sewage system. WATER SUPPLY: The M.D.C. is presently studying the area to determine the best service system to the site with a perspective on future growth. It is anticipated that the supplying of water service to the site will have no effect on"the Town's future plans. GAS, TELEPHONE AND ELECTRIC SERVICES ARE AVAILABLE: The Utility Companies are planning to service the site and it appears there will be no adverse impact on the present capacity of these utilities. OUTD22R LIGHTING: The planned on-site outdoor lighting will be sufficiently shielded and directed so as to not present any off-site nuisance. SEDIMENTATION & EROSION CONTROL: The general plan of development has taken into consideration sedi- mentation and erosion controls to insure the existing quality of discharge from the site. SOLI WASTE DISPOSAL: The units-will have their own trash rpneptacles within their garage Are and these receptacles will be placed out for collection a rivate firm. TRAFFIC IMPACT BURR MEADOW R A. HESKETH & ASSOCIATES, INC. 101 MILLBROOK COMMON-BLOOMFIELD,CT 06002-(203)242-7755 - April 13, 1981 Mr. Joseph Russo Palmberg & Russo 522 Cottage Grove Road Bloomfield, Connecticut 06002 RE: Burr Meadow Clark Street @ Smith Street South Windsor Our File: 8132 Dear Mr. Russo: At your request we have conducted an investigation of roadway and traffic conditions on sections of Pleasant Valley Road, Clark Street, Smith Street and other local roadways in the Town of South Windsor. We have performed the study so as to provide you and your client as well as appropriate South Windsor officials with a document to utilize as a guide in determining t al traffic generation from a land use which provides fo 99 units of multi-family housing. The report presents the results of previous studies on the range of trip generation rates at similar residential land uses as well as the results of peak period counting programs at two existing nearby facilities namely the Pleasant Valley Apartments and Cinnamon Springs. The site proposed for development is bounded on the north by Smith Street and on the west by Clark Street. The southern boundary of the property is occupied by the Cinnamon Springs Apartments and other residential properties on Pleasant Valley Road while the east boundary of the site is the agricultural traffic studies traffic engineering traffic planning land used by the Hartman Tobacco Company. Figure 1 depicts the study area and its (relationship to area roadways . Clark Street is a north-south roadway with total length of two miles extending from an intersection with Chapel Road, Burnham Street and the Manchester Industrial Road at the Manchester town line northerly past Pleasant Valley Road, Smith , Street and Deming Street to an intersection with Ellington Road (Connecticut Route 30) near the Village of Wapping. Clark Street is a two lane roadway generally 22 ' to 24 ' in width serving predominantly single family and Agricultural land uses throughout its length. The road does serve as a distributor road for traffic orininating at the Cinnamon Springs and Pleasant Valley Apartments near the Smith Street and Pleasant Valley Road intersection. The roadway is posted at 30 miles per hour which provides for safe operations for traffic on the' bituminous surface which is in generally good condition. Speed signs and signs of warning of curves are frequent along the roadway and a oainted center line provides additional safety for traffic on this typical South Windsor roadway . Stop signs control traffic on Clark Street at Chapel Road and four way stops control operations at Clark Street and - Pleasant Valley Road. Smith Street is a two-lane roadway extending approximately one mile from its intersection with Clark Street easterly to an intersection with Buckland Road. Smith Street is 18 ' to 22 ' in width with a roadway surface in fair to good condition between Park Street and Wheeler Road one half a mile to the east, a section of road which serves as the northern boundary — 2 RTE. The north Oide of this street opposite the subject site is agricultural land in a RR urban classification. To the east of Wheeler Road, Smith Street is 22 ' to 24 ' in width serving primarily single family and agricultural land uses . Smith Street is posted with a' maximum speed of 35 miles per hour. P Wheeler Road is a short stretch of road extending from Smith St. southerly to an intersection with a recently relocated section of Pleasant Vailey Road. Thereo developed properties are oped n e l fronting on Wheeler Road which is only three tenths of a mile in — g Y le th, and which has a posted speed of 25 miles per hour. Land use along the roadway is predominantly agricultural or residential except in the vicinity of the Clark Street intersection where the Pleasant Valley and Cinnamon Spring apartments occupy the roadway frontage. The ptincipal driveway to those two facilities are lined up nearly opposi a each other so as to form a crossroad approximately 100011east of ',the Clark Street intersection. West of Clark Street Pleasant Valley Road continues to the Ellington Road intersection and to a junction with John Fitch Boulevard and continues west to Main Street. The area of roadway between Clark Street and Ellington Road is devoted to a medium density single family units 4 except 't for the Barrington Estates Development. Pleasant Valle _. P p y Road is postediat 30 miles per hour but frequent stop signs are P q P g in pla0e such as at Tudor Hill Road and Northview Drive in addition to the four way stop at the Clark Street intersection. During the course of our studies we conducted a series of sam leliicounts of traffic movements in the study y area. Because of thej extreme light traffic volume ' — y g u e currently utilizing Smith Street! we deci ed that a sampling program on that roadway would not be! too effective and that estimates of peak hour and average daily traffic on this street could best be developed by a study of movements on other more heavily travelled roadways supplemented i Y Y pP by an analysis of previous traffic count data conducted in this section of South Windsor. We did, however, conduct counts of both morning a d afternoon peak period traffic movements at the following locations: Clark Street, north of Pleasant Valley Road; ^, I Clark Street, outh of Pleasant Valley Road; Pleasant Valley Road, west of Clark Street; Pleasant Valley east of Clark Street; Pleasant Valle Road east of the drive to Cinnamon Springs and Pleasant Valley Apartments . In addition, we conducted morning and afternoon eak period counts for all driveways to both — Connamon Springs and Pleasant Valley Apartments . 'tho most reliabl means f estimating traffic that would be C'xT'Nected at i a new land use ' s a study of that which has been recorded at similariland uses . In order to gain an understandin,j of the data presented ere two definitions are useful: A TRIP is a single r one direction vehicle movement with either the origin or destination (exiting or entering) inside the study site . The AVERAGE TRIP RATE is the weighted average of the number of trips per unit such as trips per dwelling unit. These are developed by averaging rates published in various studies by summing all trips and dividing the trips sum by the sum of the independent variable (dwelling unit) to obtain a weighted average . over 270 different studies of subdivisions containing single family homes have been made and published by the Institute of Transportation Enginers . ThE subdivisions contained a total of more than 111,000 individual dwelling units . Subdivisions were located primarily in suburban areas throughout the United States with a finding that the average trip rate for single family homes was 10 .0 tips per day . Townhouses and garden apartments generally show lower trip i generation rates per unit than that for single family housing. The In titute of Transportation Engineers data from 113 differnt studies indicate an average trip rate of 6 .1 vehicle trips per unit per ("tay .. The study data indicate's that condo- miniumo produce traffic at a rate of approximately five vehicle trips per dwelling unit per day. The ratios identified would indicate approximately 600 vehicle trips per day would be 9 • anticipated fo the Burr Meadows complex. Table II shows a summar of rates developed for different types of dwelling units s published in the latest revision of the Institute of Tra sportat on Engineers study (February 1979) . That table llustra es dramatically that single family detached i housin units generate traffic at a rate significantly higher than tat found at apartments and about twice that found at condominium housing. The total daily traffic expected from the development proposed at Burr Meadows is approximately 600 vehicle trips per day. Recalling that a trip is a one-way moveme t then the total traffic will be approximately 300 vehicles entering -she site and a similar number departing the proper y on a typical day . Peak hour movements would be expected to range from 50 to 100 total movements . During the course of our studies , in addition t4 the count of movements on Clark Street and Pleasant Valley Road, we made counts of all novements into and out of both the Cinnamon Springs and Pleasant Valley Apartments complexes . The results of those counts indicate that both Cinnamon Springs and Pleasant Valley are generating traffic at a slightly lower rate than would be expected from application of the data developed in the Institute of Transportation Engineers study. Peak hour movements at Pleasant Valley Apartments were recorded at 69 and 65 total movements during the a.m. and p.m. peak hours respectively. At Cinnamon Springs the total a.m. movements were 51 and the total two-w y traffic during the p.m. peak was recorded as 44 . Since there are a total of 142 apartments at Pleasant Valley, the 10 06 observed peak our traffic is at the low end of the expected range . Similarly with 102 units at Cinnamon Springs we would expect peak hour movement ' n the order of 50 to 100 vehicles . It would appear then that an analysis of Burr Meadow based upon 600 daily trips and 80 peak hour trips would be appropriate and would provide a conservative o "worst case" analysis . Figures 4 through 7 present the results of the counting programs at Plecasant Valley and Cinnamon Springs apartments . While It is impossible to accurately predict the directional dis- tribut on of traffic from a new residential community, a study of directional distribution of existing residents in the same neighborhood would provide the basis for judging the destination of new residents . During the afternoon counting programs we record ad the direction l)y which each of the motorists with a destination within Cinnamon Su rings or Pleasant Valley Apartments approach the neighborhood. The results of that data is shown in Table III . Ex ressed in terms of percentage it is found that 54% of all tra fic to and from the apartments has an origin on Pleasant Valle Road east of the area, 25% on Pheasant Valley Road west of t e area, 15% from Clark Street south of the area and 6% from Clark Street north of the area. A similar dis- tribution would be anticipated for the new residents with some traffic utilizing Smith Street for access to Buckland Road and others utilizing Wheeler Road to gain access to Pleasant Valley Road. An expected distribution of traffic from Burr Meadow then is sh wn on Figure 3 . Application of the directional distribution 11 J d daily volume of 600 and the peak _ from Figure 3 o the projected y hour of 80 wou d result in additional traffic on area roadways as shown in Tables IV, V, and VI . That data indicates that the projected increased traffic is not significant on any area roadway and wi 1' not result in a diminution of the level of service available to traffic on the roadways . As part of our study we reviewed the relationship between the site and the adjacent roadways so that we may recommend a location of driveways or points of access and egress between the property and public roadways . We recommend that the major drive to the facility be placed to Smith Street at virtually any location a minimum of 2001 from the Smith Street/Clark Street intersection. - Smith Street is a level tangent roadway so that there are no sight distance considerations required in placement of the driveway . A secondary drive or a drive for emergency access purposes could be made to Clark Street if the internal pattern was such as tc discourage its movement by substantial amounts of traffic. I appreciate the opoort, nity to present our analysis of traffic operations and our findings and recommendations with respect to the development of Burr Meadows . The undersigned will be available as may be necessary to present our findings to appropriate officials in the Town of South Windsor. Very truly yours , F . A. HESKETH & ASSOC,IATES, INC. Frede ick A. These various levels called Levels-of-Service" P 9 -- A throu h F (as defined in the Highway Research Board, HIGHWAY CAPACITY MANUAL) are giv n below: Level of Service A describes a condition of fre flow, with low volumes and high speeds. Traffic density is low, with spee s controlled by driver de- sires, speed limits, and physical roadway icondi ions. There is little or no restriction in maneuverability due to the pr sence of other vehicles, and drivers can maintain their desired speeds with little or no delay. Level of Service B is in the zone of stablle flo, , with operating speeds beginning to be restricted somewhat by traffic onditions. Drivers still have reasonable freedom to select their speed a d lane of operation. Re- ductions in speed are not unreasonable, with a ow probability of traffic flow being restricted. The lower limit (lowest speed, highest volume) of this level of service has een associated with ervice volumes used in the design of rural highways. Level of Service C is still in the zone of stab a flow, but speeds and maneuverability are more closely controlled by he higher volumes. Most of the drivers are restricted in their freedom o select their own speed, change lanes, or pass. A relatively satisfacto y operating speed is still obtained, with service volumes perhaps suitablelfor urban design practice. Level of Service D approaches unstable flow, wi h tolerable operating speeds being maintained though considerably affected by changes in operating con- ditions. Fluctuations in volume and temporary Iestrictions to flow may cause substantial drops in operating speeds. Divers have little freedom to maneuver, and comfort and convenience are to;, but conditions can be tolerated for short periods of time. Level of Service E cannot be described by', speed_alone, but represents operations at even lower operating speeds than n level D, with volumes at r-- or near the capacity of the highway. At capacity, speeds are typically one' half the speed attainable at Level-of-Se M ce Ai. Flow is unstable, and there may be stoppages of momentary duration. Level of Service F describes forced flow operation at low speeds, where volumes are below capacity. These conditions usually result from queues r of vehicles backing up from a restriction downstream. The section under - 16 i I tudy will be serving as a storage area during parts or all of the peak our. Speeds are reduced susstantially and stopp 'ges may occur for short r long periods of time because of the downstream congestion. In the extreme, ' oth speed and volume can drop to zero. The relationship between the service volumes at vario' s levels-of-service is given in the Highway Capacity Manual as follows: -- Level-of-Service E Capacity Volume evel-of-Service D 90% Capacity evel-of-Service C 75% Capacity evel-of-Service B 50% Capacity Level-of-Service A 35% Capacity Level-of-Service F has no service volume since this rj presents unstable flow and may actually result in zero flow (stopped condition). -- The ultimate capacity of a two-lane two-way rural roal, way under ideal conditions is 2,000 vph, total both directions. Two of the factors ich affect capacity are: Lane width and lateral clearances. LA NE WIDTH Ideal conditions include 12 foot wide lanes. Narrower lanes reduce capacity according to the following table: Lane Width F' Capacity . ((Feet) % of 12 Foot Lane Capacity 12 100 11 88 10 81 9 76 r- LATERAL CLEARANCES A clear distance to side obstruction of at least 6 f et is necessary to obtain r-- ideal conditions.
