SUMMARY AND CONCLUSIONS 9 FIGURES Figure 1 Location Plan Figure 2 Future Roadway Improvements by Others 1. INTRODUCTION The purpose of this study is to evaluate the traffic impact of the proposed zone change and subsequent 70-lot subdivision on 72 acres located on the west side of Clark Street in the Town of South Windsor, Connecticut. It is intended that this report be responsive to the Town in addressing the impact of the ultimate development on the roadway system. The scope of services covered in this study included making Automatic Traffic Recorder (ATR) counts; obtaining information from the Connecticut Department of Transportation (ConnDOT) relating to the reconstruction of 1-86 and associated local roadway improvements, obtaining data relating to the surrounding properties, conducting traffic engineering analyses and discussions with representatives of the Town. II. EXISTING CONDITIONS A 70-lot subdivision (maximum number of lots) is anticipated as a result of changing the present zone to an A-20 zone for the 72-acre site located along the west side of Clark Street north of Pleasant Valley Road (See Figure 1) . 1 ELL.MGTON pONO s \/C4 LLIIMGT 01+ pOao I 11 SITE ooJf LOCATION V1 r 10"o / MILLP 1 J r .5 v ^r- "S 9 PGU f i / L 8 rf W g w s",Tti - cf r~ 0 d o V Jyl w Y r J MJ PROPERTY LOCATION PLAN rV FL — _ — _• _ _ _ - 4' SCALE: I" = 1000'I FIGURE NO. 1 Clark Street, approximately two miles long, runs in the northeast- southwest direction terminating at Ellington Road at the northeast end and Burnham Road at the southwest terminus. The roadway is generally tangent and gently rolling in the vicinity of the site. Clark Street is 22 to 28 feet wide with one lane of traffic in each direction. The posted speed limit along Clark Street is 30 mph. The land use along Clark Street includes single-family homes and agricultural land. Automatic Traffic Recorder (ATR) Counts were made along Clark Street during April 1984. The daily two-directional volume of traffic was found to be 925 vehicles with 452 vehicles traveling northbound and 473 vehicles traveling southbound in the vicinity of the site. The morning peak hour occurred between 7:00 a.m. and 8:00 a.m. when a total of 103 vehicles proceeded along Clark Street with 18 vehicles traveling northbound and 85 vehicles traveling south- bound. The afternoon peak hour occurred between 4: 15 p.m. and 5: 15 p.m. when a total of 111 vehicles proceeded along Clark Street; 78 northbound and 33 southbound. Pleasant Valley Road runs in the east-west direction beginning at Buckland Road in Manchester at the easterly end and extending about 3.75 miles to Main Street in South Windsor at the westerly end. 2 Portions of the easterly end of Pleasant Valley Road have been reconstructed as a modern two-lane 30-foot roadway. Beginning approximately 2,000 feet easterly of Clark Street the roadway tapers to 24 feet and continues with a 22 to 24 foot width with one lane in each direction for the remainder of its length. Land use along Pleasant Valley Road includes single family homes, agricultural land, and multi- family homes (Westage Condominiums, Barrington Estates and Cinnamon Springs). Two nearly completed developments on Pleasant Valley Road are the 12-lot Case Hill subdivision, and the Pleasant Valley Homes subdivision. The daily two-directional traffic volume on Pleasant Valley Road is 3,500 vehicles. The morning peak hour occurs between 7:00 a.m. and 8:00 a.m. when 134 vehicles travel eastbound and 183 vehicles travel westbound. The afternoon peak hour was observed between 4:45 and 5:45 p.m. when 225 vehicles travel eastbound and 164 travel westbound. Ellington Road (Connecticut Route 30) runs in the northeast-southwest direction beginning at John Fitch Boulevard (U.S. Route 5) at the southwesterly end and continuing into Ellington. As Ellington Road crosses Buckland Road in the center of Town, it becomes Connecticut Route 74. Ellington Road intersects Pleasant Valley Road at a signalized intersection approximately one mile west of Clark Street. The roadway is 30 feet wide with one lane in each direction. In the 3 vicinity of Quarry Brook Drive, the horizontal alignment has gentle curves connecting straight segments and the vertical alignment is generally flat. ' The posted speed limit along Ellington Road is 35 mph south of Quarry Brook Drive and 40 mph north of it. L i Automatic Traffic Recorder (ATR) counts made along Ellington Road show a two-directional daily volume of 10,836 vehicles. The morning peak hour occurs between 7:00 a.m. and 8:00 a.m. when a total of 1, 127 icles proceeded along Ellington Road with 189 vehicles traveling northbound and 938 vehicles traveling southbound. The afternoon peak hour occurred between 4:45 p.m. and 5:45 p.m. when a total of 1 ,267 vehicles proceeded along Ellington Road; 1,020 vehicles traveling northbound and 247 vehicles traveling southbound. Quarry Brook Drive intersects Ellington Road from the east approxi- mately 1,700 feet northerly of Pleasant Valley Road. It is a two-lane A ` 30-foot subdivision roadway serving the residents of this recently constructed subdivision. Automatic Traffic Recorder (ATR) counts were made on Quarry—Brook Drive indicating a two-directional daily volume of 718 vehicles (365 vehicles exiting and 353 vehicles entering the subdivision) . The morning peak hour occurred 'between 7:00 a.m. and 8:00 a.m. when 37 vehicles exited and 10 vehicles entered the subdivision. The afternoon peak hour occurred between 5:00 p.m. and 6:00 p.m. with 43 vehicles entering and 28 vehicles exiting. 4 Ill. IMPACT OF PROPOSED DEVELOPMENT ON TRAFFIC FLOW The number of trips that could be expected from the proposed zone change and subsequent 70 lot subdivision (70 single family homes) was determined by using the trip generation data presented in the Institute of Transportation Engineers (ITE) Trip Generation Manual for single- family detached homes. The generation information used is as follows: Average Weekday 10 vehicle trips per dwelling Morning Peak Hour Entering 0.21 vehicle trips per dwelling Morning Peak Hour Exiting 0.55 vehicle trips per dwelling Afternoon Peak Hour Entering 0.63 vehicle trips per dwelling Afternoon Peak "lour Exiting 0.37 vehicle trips per dwelling The number of trips expected to be generated by the 70-lot subdivision is: Average Weekday 10 x 70 = 700 trips Morning Peak Hour Entering 0.21 x 70 = 15 trips Morning Peak Hour Exiting 0.55 x 70 = 39 trips Afternoon Peak Hour Entering 0.63 x 70 = 44 trips Afternoon Peak Hour Exiting 0.37 x 70 = 26 trips Access to the subdivision will be via two subdivision roads intersecting Clark Street. The exact location of these subdivision roads will be determined during preparation of the subdivision plans. The Town desires that one of the streets connect to the easterly end of 'quarry Brook Drive, creating a street running between Ellington Road and Clark Street. 5 The direction from which vehicles are expected to arrive to and depart from the site is important in determining the impact that the generated traffic will have on the roadway system. ;4For the purpose of this study, we assumed that all existing traffic on Quarry Brook Drive plus all traffic expected from the 70-lot subdivision plus all traffic expected from the previously approved but unconstructed 60 single-family homes in the La Cava subdivision would travel the intersection of Quarry Brook Drive at Ellington Road. We then assumed that all existing and -- - - --_-- - ----- expected traffic would travel the intersection of the new subdivision road at Clark Street. Capacity analyses were conducted for both conditions. IV. CAPACITY ANALYSES OF THE SURROUNDING ROADWAYS The Level of Service at the intersections of Ellington Road with Quarry Brook Drive and Clark Street with the new subdivision roads were determined using the procedures for Unsignalized Intersections outlined in Transportation Research Circular 212 - "Interim Materials on Highway Capacity" published by the Transportation Research Board. The intersection of Ellington Road with Quarry Brook Drive is presently — - - - ----- operating at a Level of Service E during the morning and afternoon peak hours and is expected to continue operating at this Level of Service during the morning and afternoon peak hours. A Level of Service C or better is expected during the remainder of the day. The intersections of Clark Street with the new subdivision roads are ----------- expected to operate at a Level of Service B or better throughout the day. 6 These analyses indicate that the intersections of the new subdivision roads with Clark Street will operate at a very good Level of Service even with all the vehicle trips from the existing and previously approved homes in the area added to the anticipated number of vehicle trips from the proposed subdivision. The analyses also indicate a capacity constraint could occur at the intersection of Quarry Brook Drive and Ellington Road with the connection of Quarry Brook Drive to the new subdivision road. This intersection should be monitored by the Town to determine the need for a traffic signal if Quarry Brook Drive is continued thru to Clark Street. The developer should be sure that adequate sight distance is provided for vehicles exiting the site onto Clark Street at both subdivision roads when detailed subdivision plans are prepared. V. PRESENT AND FUTURE CONDITIONS Major roadway construction is taking place and additional developments are proposed in the southeast quadrant of South Windsor and across the town line in Manchester. The Connecticut Department of Transpor- tation is ,presently reconstructing Interstate 86 through Manchester into Vernon. In conjunction with this work several interchanges are being relocated and local roads reconstructed near the new highway ramps. West bound exit and entrance ramps to 1-86 will intersect Pleasant Valley Road immediately east of Windsor Street in Manchester. 7 Approximately 1,700 feet of Pleasant Valley Road from Buckland Road west has recently been reconstructed to a multi-lane roadway with a median and left turn lanes. Along the easterly side of Wheeler Road is the site of the proposed Buckland Commons, a regional shopping mall exceeding one million square feet. Various types of development are presently being evaluated for this site. According to Town Officials, the developer of the Buckland Commons Site will be required to construct a connector road beginning at the present intersection of Pleasant Valley Road with Wheeler Road and extending toward the southwest along the town line to the intersection of Chapel Road at Clark Street. Additionally, the northwest corner of Pleasant Valley Road and Wheeler Road will be relocated toward the northwest with a smooth curve replacing the corner. As a result of these changes, Pleasant Valley Road will I:)ecome discontinuous at Wheeler Road. It is also expected that Smith Street will be made into a Cul-de-sac west of Buckland Road. It is proposed that the westerly end of Smith Street also be realigned toward the north to a point opposite one of the new subdivision__roads _(See Figure 2) . These improvements would separate the residential neighborhoods in South Windsor from the commercial developments at Buckland Com,nons and in Manchester. SUMMARY AND CONCLUSIONS The proposed zone change and subsequent 70-lot subdivision is expected to generate a total of 700 vehicle trips per day. During the morning peak hour 39 vehicles will exit the development and 15 will enter; the number of exiting and entering vehicles during the afternoon peak hour are 26 and 44 respectively. The Level of Service at the intersection of Ellington Road and Quarry Brook Drive is expected_ to operate at a Level of Service E during the morning and afternoon peaks and a Level of Service C or better the remainder of the day. This intersection is presently operating at a Level of Serve E and should be monitored by the Town for the need of a traffic signal. The inter- section of Clark Street and the new subdivision roads are expected to operate at a Level of Service 5 or better throughout the day. The capacity analyses were done assuming all existing and expected traffic would travel each intersection alloNing for the "worse case" condition which is not expected to occur. No roadway or traffic operation improvements are necessary due to the traffic generated by the proposed subdivision with access to Clark Street. 9 qO~M SF Ton 0-, 1540 SULLIVAN AVENUE • SOUTH WINDSOR, CONN. 06074 !~G S Oii•CO AREA CODE 203/644-2511 December 21, 1984 Raymond G. Planning & Zoning Commission -5- 1/8/85 3. Application of Jean Marc Jacques for an Open Space Subdivision consistingi of 65 lots in an A-20 zone, on 70.3 acres located on the westerly side ) of Clark Street, and approval of Section 1, consiting of 37 lots. Attorney Ray LeFoll was present on behalf of the applicant. He said the applicant is here to get approval for an Open Space Subdivision with a total of 62 lots. He then introduced Ken Smith of Reino Hyyppa & Associates, who made the following comments: Pointing to the key map he noted that Podunk Mill is to the north of the property and Clark Street runs to the south. Plum Gulley Brook is in the northeast corner of the property. They are looking to develop approximately one-half of the property at this time consisting of 33 lots and this encompasses about 31 acres, of which about 10 acres will be conveyed to the Town as open space. In Section II an additional 14 acres will be conveyed to the Town of South Windsor. This project is to the north of a project approved several years ago, known as Beechwood Farms, and that approval has elapsed. They have met with LaCava's engineers a number of times to discuss sanitary sewers and they are in agreement that the sewer which will service this development as well as LaCava's future development will be across Lot #10. Fuss & O'Neill (and LaCava) have agreed to make a minor alignment to come into the roadway system proposed in this plan. Mr. Smith outlined the roadway system they are proposing. They will put a conservation system in back of the lots adjacent to the wetlands area. The land naturally drains to the east across the CL & P easement. On the easterly side of the CL & P easement a detention basin will be constructed, and the water will flow back into the waterway which flows in an easterly direction into the Plum Gulley Brook. The sanitary sewer will come from Clark Street, and they have an easement so that it will be further away from Plum Gulley Brook than originally planned. It will then run in a westerly direction, and across Victor Drive, and then across Lot #10 so that it can connect to the LaCava development eventually. Some of the lots in the wooded areas have larger frontage of 125' in order to preserve trees between the lots. Mr. LeFoll noted that they have been to IWA and have not received final approval, but he said he has been informed that they have an unofficial approval. IWA is awaiting a copy of the Rose easement which would allow them to locate the sewer across the Rose property away from Plum Gulley Brook. He said they should obtain their final approval at the next IWA meeting. He noted that installation of the sewer will be 4' lower than required by this subdivision, in order to accommodate LaCava's future development, and a monetary agreement has been reached between LaCava Construction and Mr. Jacques. Peter DeMallie, the Town's Planning Director, reported as follows: The zone change to A-20 was approved in July, 1984, - and with this proposal open scace of 241 acres for 62 lots will be secured. When the zone change was approved, Mr. DeMallie said he recommended that the land be developed as an Planning & Zoning Commission -6- 1/8/85 open space subdivision in order to acquire land around Plum Gulley Brook and Vinton's Pond as open space. The open space will have 350' frontage along Clark Street and over 300' frontage on both sides of what will be Stanley Drive. Access to the Phase II open space will be off Sally Drive. The Phase II open space will tie into Tudor Hills and Beachwood Farms open space. By connecting into the Beechwood Farms sewer, they will not be required to tie into the Evergreen Lane pump station and it looks like the sewers can be gravity flow. Lots 5 through 10 are larger, and wooded, and an effort will be made to save the trees. Sheet #5 precludes issuance of c/o's on lots where there is stockpiling. Calculations for allowable lots should be added to the plans. The plans should indicate it is an open space subdivision in an A-20 zone, and the direction of drainage flow should be shown. On the key map the other land of Pleasant Valley Homes should be labeled as Parcel A. The detention basin should be outlined on the key map. Monuments should be placed at all angle points of open space Mr. DeMallie recommended that sidewalks be installed on the north and east sides of streets as opposed to south and west sides. He said they should be installed on the north side of Stanley Drive; east side of Victor Drive and north side of Sally Drive. The Commission may wish to install sidewalks on the east side of Clark Street which is opposite this site. Town Engineer Martel reported as follows: On the key map both Class D certifica- tions will be needed. The plot plans should show at least one typical lot with the building line offset dimensions shown. The easements should be shown as being to the Town of South Windsor. The developer should retain slope rights on Lots 11 and 13 for work on future phases, and driveways for Lots #1 and #33 should exit onto Stanley Drive and not Clark Street. Prior to any approval, the Engineering Department needs quantities for bonding purposes. Mr. Martel said before construction is done on the sewer, the sanitary sewer easement should be on file. Clark Street should be upgraded, and the Town will want a quit-claim deed for 25' from the center line. Mr. Martel said the plans are lacking a conservation plan, and right now there are two significant stockpiles on the property. He said he would like to know what will be done with them, and if there will be any excess material. Mr. Peterson pointed to the location of the stockpiles on the map, and noted they are outlined on the topographic map. The stockpiles consist of excess materials from other sites, as well as unsuitable construction materials, such as clay, which cannot be used. As the construction of the sewers start, the material will be moved into the trench for the backfilling of the sewers. A small portion will be left, and eventually used under the foundations of some of the houses. The other stockpile will be used in the same manner. Obviously, when material is taken out of the ground, and this excess material is put in,you end up with excess material again. Town Staff has suggested we look into placing some of this excess material around the houses, and Mr. Peterson said they are looking into this possibility. He noted they are trying to determine how much excess material they will have, and eventually it may be sold. He said he has not designated a stockpile area on the map, and would like the Town Staff to go to the site with him to look at this. Planning & Zoning Commission -7- 1/8/85 No one in the audience spoke in favor of, or in opposition to this application. Commissioner Hallowell said the only access to the 14 acre open space parcel is a 20' drainage right-of-way. He suggested that at some point the Town should have a 50' gravel-type drive for access. At one time the Town looked at the opposite side of the pond for use as a recreational area. Mr. Hallowell said he sees a potential conflict in the road network where Stanley Drive will tie into Quarry Brook Drive and Sally Drive, and this should be looked at. Regarding sidewalks, Mr. Hallowell said it appears the Commission has sidewwalks on the north and west in many instances , and he believes north and west is proper, not south and east as indicated by Mr. DeMallie. Mrs. Rossi asked the length of Stanley Drive which ends in a cul-de-sac, and Mr. Peterson said it was approximately 2500' to Lots 18 and 19. It has not yet been approved by the Fire Marshal. Mrs. Smith asked if the flood plain area was included in the open space area, and Mr. Peterson said that 50% is included. A discussion ensued regarding the calculations for open space and Mr. DeMallie said based on the Subdivision requirements they have considerably more than 10 acres. Mr. Conde asked if the calculations for lot size have been verified and Mr. DeMallie said that was done correctly. A comment was made concerning developable recreational land, and Mr. Peterson said that in an open space subdivision developable land is not required, and Mr. DeMallie said that is correct. Attorney LeFoll said that regarding the comment concerning a 50' access to the open space, that presupposes ingress and egress of vehicles and that is something they would like to discourage. Mr. Hallowell noted that this is the only area in Town that the Recreation Commission has expressed an interest in, and it may not be practical now, but 25 or 30 years down the road it may be desirable. He said the Commission should not landlock 14 acres of potential recreational land. Mr. Conde agreed with Mr. Hallowell and said that the Commission could take the land for the 50' right-of-way now, but it could be left in its natural state. Mr. LeFoll said that if they are required to put in a 50' access they will lose a lot. Mr. Hallowell noted that they have provided a 50' right-of-way to the 21-2 acre Hoffman parcel, but only provide a 20' drainage easement for access to a 14 acre parcel of prime recreation property. Mr. LeFoll said the right-of-way to the Hoffman parcel is intended to be 20' , and the maps do not portray that. Mr. Conde noted that this issue will be addressed when the Commission discusses this matter. Mr. Peterson said he would like to point out that the terrain is very steep and the only access he would think would be a pedestrian type. Mr. Conde asked if the LaCava subdivision is really complete enough so that they have plans for the sewers and road layout, and Mr. Peterson said yes, that it had been approved by PZC but the plans were never filed. Mr. Conde said that once they determine where the stockpile will be, a plan should be submitted to the Commission showing where these areas are. Planning & Zoning Commission -8- 1/8/85 Mrs. Klenke said that Lot 25 seems to have a nightmare of easements and appears to be a swamp. She suggested the Commission take a close look at it. SPECIAL MEETING The Special Meeting was reconvened at approximately 10:25 P. M. 1. Country View Estates, Phase IV Mrs. Smith moved that Country View Estates, Phase IV, be granted a 90 day extension of time in which to file their final plans. Mr. Conde seconded the motion and it was unanimously voted in favor and so ordered. CC6 . App. #1032 - Pleasant Valley Homes II (public hearing was 1/8) l Mr. Conde asked if Inland Wetlands has acted on this application, and Mr. Martel, Town Engineer, noted that they referred the matter to the Soil Conservation Service and that report has not come in yet. He said Wetlands was concerned with Lots 11, 12 , 23, 24 and 25 . Mrs. Klenke said #25 is the one she thinks is a nightmare. Mrs. Klenke noted that Commissioner Hallowell also had concern over the access to the open space. Mrs. Smith said it is a very steep grade and she thinks allowing vehicular access would ruin it. Mr. DeMallie noted that the Town Staff had concern with Lots 24 and 25. Mr. Conde suggested that a 50 ' right-of-way be taken between Lots 16 and 17, just in case in the future it is necessary. The Commissioners reviewed the plans, including a plan of the areas where material would be stockpiled. Mr. Klock of Reino Hyyppa Associates was present, and said the material that was stockpiled would be used for filling in trenching necessary for the sewers. If there is excess material it will be removed to Pleasant Hill Condominiums to construct the berms. Mr. DeMallie said the final rough grading will have to be done on any lot before a c/o is issued. Phase 1 is pretty much a field, but there are some wooded lots in Phase II, and the developer has been asked to preserve the trees. Mrs . Rossi questioned the road name, and wondered if it should be Quarry Brook rather than Stanley. Mrs . Montana said the final decision is up to the Fire Marshal. A discussion ensued regarding sidewalks , and Mr. LeFoll, the developer' s attorney, noted that this applicant will be coming in with plans for a development on the other side of Clark shortly, and if required they will install sidewalks on that side of Clark. Mrs. Montana questioned the possibility of recreational areas in the open space and Mr. DeMallie said the area is sensitive because of Plum Gulley Brook and the fact there will be a detention basin. It is also quite steep. Mrs. Smith said the open space area should not be disturbed. She reiterated that she would not like to see vehicles going through the right-of-way to the open space. After further discussion and review of the plans the Commissioners concurred that they would prefer to withhold approval of Lots 11, 12, 13, 22, 23, 24 and 25 until they see what Inland Wetlands finds out from the Soil Conservation Service. Mr. Conde made a motion to approve the above application for an open space subdivision in an A-20 zone, located on the westerly side of Clark Street, as shown on plans prepared by Reino E.Hyyppa & Planning & Zoning Commission -3- 2/26/85 Associates , dated 10-24-84, Map No. 43-80-lD, revised to 1-3-85 , subject to the following modifications : 1. Mrs. Klenke seconded the motion. Mrs. Sorosiak noted that she did not attend the public hearing in this matter and would abstain from voting. Mrs. Montana appointed Mrs. Rossi to sit in her place. The motion was unanimously voted in favor by Commissioners Rossi, Asplund, Klenke, Smith, Sorenson, Conde and Montana. 7. App. #1002 - John Kuo - Cho stix Chinese Foods, John Fitch Blvd. Mr. Klock of Reino Hyyppa & Associates was present, and explained that this application had been approved last September, subject to certain modifications. Mr. Klock referred to a plan and pointed out that all the modifications required by the Commission had been made, including changing the entrance to Route 5 rather than Newberry Road. The Commissioners reviewed the plans, and agreed all the modifications were in order. Mrs. Smith made a motion to approve the modified site plan for the property located at the southwest corner of Newberry Road and Route 5 , as shown on a plan prepared by Reino E. Hyyppa & Associates, dated 5-2-84 , revised to 1-28-85 . The mylar must be filed by May 25, 1985, and the letter outlining this approval, as well as the original letter of approval dated September 4 , 1984 , must be reproduced on the mylar prior to filing same. Mr. Sorenson seconded the motion and it was unanimously voted in favor and so ordered. 8 . A #1044 - Admiral Moving& Storage, Site Plan Attorney John Woodcock and Jules Page of Page Engineering, Inc. were present on behalf of the applicant. Mr. Woodcock said that Admiral Moving is located at 420 Ellington Road and have been in Town for 25 years. The zone is Industrial and they want to add a 23 ,000 s. f. building on the east side containing 172 self-store units which will be rented to the public. They have approximately 340 units which they are renting to the public. They have been engaged in this aspect of the business for about 5 years . They have obtained approval from the Inland Wetlands Agency. Drainage is designed to tie into the existing detention basin located to the southwest, which was approved by this Commission in previous applications. The drainage system is at 60 to 65% of capacity. They are providing 12 parking spaces, and 7 are required in the regulations. The fire Marshal has no objection. Even though it is not required, there will be a buffer on the east side, approximately 10 ' from the roadway, next to the neighbor ' s yard. There is very slight traffic impact. Most people store material for a 3-6 month Planning & Zoning Commission -6- 2/26/85 period. Mrs. Montana noted that water was brought to the site from the intersection of Chapel and Ellington. Mr. DeMallie reported the landscaping is excellent, and the plans should be modified to show rear yards. Mr. Martel noted that the 40 year flood shuld be addressed. Mrs. Smith made a motion to approve the site plan for property located at 420 Ellington Road, as shown on plans prepared by Page Engineering, Inc. , dated 1-12-85 , revised to 2-14-85, Project No. 84-020 , subject to the following modifications : 1. Would you please let me know if the form of this 1/c is acceptable? Thank you. enc. By Virginia Graney, Sec- PLANNRT & Z MFMRANDL]M To: Thomas P. D'Auria, Chief Building official Y FROM: Peter R. DeMallie, Director of Planning DATE: April 11, 1985 RE: Pleasant Valley Hanes II Subdivision - Clark Street This memorandum is to confirm the results of a conversation we had this morning with Mrs. Marshall Montana, Acting Chairperson of the Planning & Zoning Commission. The results were: 1. Insofar as the above-referenced subdivision is a large tract conforming to zoning as a building lot, and the subdivision into house lots has yet to take effect, JMJ Construction Company may proceed with the construction of one single- family hone on Clark Street; 2. Mrs. Montana and Mr. John Moran, Inland Wetlands Commission Chairman, have approved the issuance of a building permit allowing the construction of this hone, subject to the other conditions noted herein; 3. The single-family have may only be constructed on proposed lot 33 or proposed lot 1; 4. The single-family hane is to be used as a model home only, and may not be sold, until such time as the subdivision mylars have been filed in the Town Clerk's office. 5. The areas of these two proposed lots is not within regulated inland wetlands or watercourses. 6. All building and other applicable codes are met. Peter R. We made measurements and a field inspection and found that Stanley Drive was partially constructed with two catch basins and a 15 inch concrete pipe, in place, within the Company's right of way. The roadway is too close to our 345kV structure No 8491 but will be allowed to remain, providing that a protective barrier, meeting our specifications, is installed to ensure the safety of this structure. The 254 foot section of 15 inch RC pipe must be relocated to the easterly edge of the right of way. Overhead electrical and telephone distribution systems along Stanley Drive will not be permitted because of clearance limitations to the 345kV line and the 115kV line. Grade changes proposed for the detention pond will not be allowed within 25 feet of any pole of structure No 8492. Slopes from the 25 foot limit can- not exceed a slope greater than 3 to 1. The proposed sewer manhole between Stanley Drive and our structure No 8492 is too close to our electric conductors and must be moved back (westerly) about 25 feet. This will place the proposed manhole about midway between our 345kV conductors and 115kV conductors. I have enclosed a copy of a sketch showing the requirements for the opera- tion of equipment under and adjacent to Northeast Utilities lines . The require- ments are based on the OSHA standards. I have also enclosed a copy of "Guide- lines for Engineering Evaluation of Landowner Proposals Within Northeast Utilities Rights of Way" . -2- This Company's heavy construction equipment and vehicles will be operating from time to time on the right of way. Any development of your facilities in the right of way should be constructed to withstand these heavy loads. The Company will not be responsible for damages to these facilities . I understand that during the construction of Stanley Street our buried counterpoise wire had been broken. In order to avoid this from happening again and to avoid other problems please contact our Area Superintendent of Operations at Enfield to obtain safety supervision for any contemplated construction in the Company's right of way. Our District Office and Engineer can be reached at the following telephone number: Enfield - (203) 623-2421 Area Superintendent of Operations - Extension 2320 Please contact our engineer at the above location to make arrangements for the immediate repair of the broken counterpoise wire and to coordinate all further construction, including underground utility systems of any sort, in the right of way. You have made me aware that our recent investigation of your subdivision's plan has caused you some amount of delay in your time schedule. To avoid any future delays of this sort, I recommend you notify the Company of your plans early in the planning stages where we can address the details and provide con- ditions for development within the Company's right of way.
