Present were, John Bednarz, Paul Corcoran, J seph Sterling, Frances Knipple, Linda Bonn Er, Tho as Breen; (Absent was Davi Perkins and new member Sharon Fales (ill ess); amen Snow, Recreation Director and Shyrlee Burr, secretary. The F bruary minutes were approved on a motion by Paul Corcoran, seconded by Joe Sterling, nd passed unanimously. Co respondence concerning the Headworks Facilit opening ceremony on Satur ay, March 26th was read by Chairman M Carrol . There was a message fro Sharon Fales, the new PARC appointee, that s e was entering the hospita for surgery, but would be attending as soon as possible. A copy of the Inlands-Wetlands Minutes was passed around for perusal by the Commission. Mr. J hn Dab owskiland Abraham Temkin, resident of T & M Builders, brought blueprint of t eir Country View Est tes development off Dart Hill Road, so tha the ARC could see the to ations of the areas designated as open spaces. here is a 1 .7 acre tract s designated on Dart Hill Road, which could be used for informal recreation neighborhood ball-playing) . Mr. Temkin was wi ling that the PARC be able to see plans before the site plans are complet d, so', that the Commission ould suggest areas most access- ible for Recreation Department use. Mr. Dab owski will mail us plans for other lands owned by T t M to the north and viest of the present development so that the PARC look them over and sugg st suitable areas for use by the Recreation De;an artmerht as ball fields, soccer fields, and the like. Mr. Dabrowski als ' agreed to mark the access roads to open space areas in- side the present evelopment, so that the Town could get to them if the need arises, to m w, etc. Mr. Ray LeFo 1 represented the Pleasant Valley Homes sub-division, in presenting the pl ns for this area. There i a 165' x 300' open space are, and Mr. LeF ll ag eed that trees outlining the access road would be useful for Town entry in o the area should it be necessary to mow, etc. Mr. Breen noted that mesit areas with basketball hoo s were useful in areas easily accessible o you g people (such as the one on Oak Street) but not of much use to anyo a but those in the immediate nei hborhood if open space area is unaccessible (i .e. no road defining, etc. . A tour of the area was sug- gested, but since time is of the essence in ending a letter to the Planning and Zoning ommis ion, this idea was dismiss Id. Mr. LeFoll also agreed that PARC examination f plans before site plan c mpletion would be of help in defining areas an acreage most useful for Town purposes. Park b Recreation Comission Minutes - March 17, 1983 Page 2 After the entlemen left, it was the concen us of the PARC that we should request in our etter to the PZC that they send builders to the PARC before the site plans are inalized so that open space areas might be situated in more accessible area and the access roads more clearly defined and outlined with trees and/or sh ubber 1 o en space land would- be 250' square with easy access (fo a neighborhood field . Tom Breen made the following motion, which was seconded by Joe Sterling. (A) The Park and Recreation Commission recommends that the open space areas be approved at the Ple sant 'Valley Home sub-division with the following pro- visions: (1 ) Trees be planted every 10-12 feet marking the access road and corners leading to open space area; (2) The open space area of 300' x 165' be leveled and seeded for a play area. (B) The Park aiid Recr i eation Commission recommends that the open space areas be approved at Country View 'Estates as presented, with the following provisions: 0 ) Same as 0 ) above;, (2) The 117 acre open space area should be graded suitable for field play. (C) It is further rec mmendled that the PZC refer any future sub-divisions to the PARC prior to the completion of site plans. The motion passed unanimously, with John Bed arz abstaining. The new fe s to be included in budget figures for 1983-84 were discussed and Tom Breen a d Joe Sterling thought that tenni fees of $50.00 (adults) and $30.00 (childre ) were too high, since they had b en $25 and $15 respectively in the summer o 1982. Tom Breen made a motion t challenge the Town Council on these fees (recommending '$30 and $15), the motion was seconded by Fran Knipple and passed unanimously. Mr. Snow or Mr. McCarroll will notify members as soon as a date is set f r the ouncil revue of the Recreation Department budget. Mr. Snow arnouncel that there were 40 applic tions for places in our Softball League this yea . There were only 6 teams applyi g in the A League, which meant a reduction in the num er of games for the A team if all 40 teams were to be ac- comodated. The PARC discussion that followed end d in the suggestion that all teams be accept d, and' that $100 be refunded to tie A League participants in view of the fact tha their games would be reduced in lumber with only 6 teams playing. The Softball League this year will consist of 6 A Teams, 24 B Teams (in three divi- sions) and 10 W men's reams. Mr. Snow r minded everyone that the Easter Egg Hunt would be held on April 1st, and help would ie need d to place the eggs, rope Dff areas, etc. All PARC members said they would be there to 'help, if they were in Town on that day (Good Friday) . The meetinc adjourned at 11 :00 p.m. on a motion by Tom Breen, seconded by John Bednarz, a d passed unanimously. Respectfully submitted, h He G.
