Pitts, Chairman - Sewer Commission C. E riksson, Chairman - Inland-Wetlands Agency MEMORANDUM January 6, 1982 TO: Planning & Zoning Commission RE: Comments For Public Hearing - Wood Ponds Open Space Subdivision Phase II 1) The k, e t p should indicate the total number of lots in the entire subdivision. 2) The plot plan should identify the markers and monuments to be set per Sec. 3.2.a.(2)h of the Subdivision Regulations. 3) Sheets 4 and 5, which constitute the topographic map, should indeed be labeled "Topographic Map". 4) A conservation plan appeared to be absent from the application sub- mission. 5) Note #6 on sheet 8 indicates the cul-de-sac is "not to be constructed at this time". When is it to be constructed, if not now? I suggest a bond be required now to ensure completion of thp. cul-de-sac, in the event Woo Fon'To'ac—is not extended to Abbe Road at a later date. 6) Lot dimensional requirements appear in order. 7) Lots 10 and 12 will require filling. Will they be suitable for building development purposes given their elevation and proximity to the detention basin? 8) If you find problems with lots 9-12, I am not averse to approving only eight lots in this phase (1-5, 30-32), particularly in regard to my concerns in item 9 below. 9) Open Space - For the entire subdivision, a total of 2211.,7 acres of open space land is required under the zoning and subdivision regulations. To date, the applicants have identified 12,.57 acres of open space, which under our formula, qualifies for only 16 72 acres. I understand we are holding in escrow t e ee s or is land. To put this in historical perspective, Phase I was originally approved in 1977. Had the approval taken effect, and it did not due to the applicant's failure to file the maps, the full 19.57 acres may have qualified as open space, for a deficiency of approximately two acres. The application was f resubmitted in 1979, after the effective date of the current subdivision amendment Section 2.3c, which counts only one-half of the area of detention i basins. Therefore, as applied to the entire subdivision proposal, the subdivision was still deficient, but this time by 4.98 acres. This j deficiency remains with this latest application. i MEMJRANDUM Planning & Zoning Commission January 6, 1982 Moreover, item 20 in the body of the 1979 approval letter observed the deficiency by stating that the Commission may require additional open space land. As this pertains to the entire subdivision proposal, the applicant has five options to resolve this problem: a) acquire additional land, b) secure a zone change to lower the open space requirement, c) secure a variance, d eliminate lots in future hases or, e) pull a rabbit out of a at. I have conferre wit the applicants on these options.. As this pertains to the Phase II application, I am not averse to the granting of approval for between 8 and 12 lots now (twelve have been requested). The reason is that the lots in subsequent phases contain s, which x eds the open space deficiencV it any approval, however, the at no further applicant should be forewarne thrther lots can be approved until the open space requirements are met. And finally, the open space calculati ns should be shown on the plot plan. Peter R.
