Re: Traffic Report for Property of Michael Tartsinis
855 SullivanAvenue, South Windsor, CT
The proposed retail develo ment fronts Sullivan Avenue (Route 194)
and is adjacent to Ann Field's Plaza. It is intended to consist of 18,384 sq. ft.
of retail shops arid a 2,500 sq. ft. bank served by 86 parking spaces. Trip
generation rates published by the Institute of Transportation Engineers
for retail centers predict he following trips per day per 1,000 sq. ft. of
f loor space:
40.7 trips, weekdays x 20,884 sq. ft. = 850 trips
42.0 trips, Saturdays x 20,884 sq. ft. = 877 trips
20.4 trips, Sundays x 20,884 sq. ft. = 426 trips
The 1982 Conne icut DOI traffic counting report indicates total two-way
average daily traffic (ADT) on Sullivan Avenue between Route 5 and
Oakland Street is 10,400 trips per day with predicted peaks of 1,248 trips
per hour. Thus Sullivan A enue is operating between Level A
(free flow) and vel B (stable flow). Retail centers generate peaks at
other than cornnniter peak periods, but even ignoring that and adding the
predicted retail use peak of 105 trips per hour to the existing
street peak of 1 48 yields 1,353 trips per hour which is still between
Level A (800 trips/hr.) and Level B (1,800 trips/hr.).
The parking lot layout is standard good practice with backing and turning
movements occu ing between stalls and collector lanes to carry traffic
onto and off the 3ite. The bank drive-in window should have a stop-sign
at its exit to es blish rightof way to the thru traffic moving in
front of th ret i shops. Also, if possible, the drive-in structure could
be moved south ong the all one car length (18') to provide a
one-car queue b and the window.
If you have any questions, please call me at 643-2520.
Sincerely,
Donald Holmes, P.E. l

FROM. q
• lannin & Zoning Commission
RE: Ann's P aza, Sullivan Avenue
We will be considering a site plan for the area to the west of Ann' s
Plaza within the next week or so.
The Commission is very concerned about the parking lot at Ann's Plaza.
It is extremely difficult for cars to back out of the parking spaces
in front of the building, znd there doesn' t appear to be enough space
between the building and the first row of cars. We would like to
know if this parkinij lot c nforms to the site plan which we approved.
Would you please cleck out the dimensions of the parking spaces,
distance between tle building and first row of spaces, and between
the rows of parkinc spaces and traffic patterns to see if they
conform to the site plan which we approved?
If they do conform to the site plan, then obviously the parking layout
is not working, and we will take that into consideration when we
review the new ' site plan.

MEMORANDUM

TO: Planning Zoning Commission
RE : Applircati n of Michael Tartsinis - Twin Plaza
I have reviewed the plans prepared by Lucek Engineering Assoc .
Inc . for Michael Tartsinis et al , 885 Sullivan Avenue, Project
84-104 with the following recommendations and modifications .
Sheet 2 of 5 o 6
1 . The Conservation Easement be noted as such and
planed on the map .
Sheet 3 of 5 or 6
1 . Tha th side yards be indicated off the westerly
pro erty line of the affected site .
2 . A manhole be constructed on the sanitary sewer
latleral where the pipe size and type change.
Sheet 4
1 . The pro osed plantings be removed on the State ' s
rig t-o -way and be incorporated onto the interior
of the site .
During staff review meetings , it has been indicated to the
applicant ' s engineer that roof drainage be directed away from
the paved areas on the easterly side of the proposed building .
Also discussed was the routing of traffic for the drive-in structure
of the proposed luilding . Two solutions to potential problems were
addressed . The first is the close turning movement for vehicles at
the northeast coiner of the structure where the strong possibility
exists of vehic-1 s hitting the building . A solution to this would
be for curbing tc protect the building and vehicles by directing
wheel movements away from the building . The second problem is the
visibility of thE drive-in structure to drivers while the route to
the structure is not so obvious . A partial solution to this problem
is a "teardrop" shaped island not allowing this direct access . I
do not feel icomp etely comfortable with this solution as it may
further add to the frustration of drivers being able to see the
struc r t,-_u . uxe the routings of how to get there .

RE: Parking Ann ' s Plaza w 6-7
J
Attached are the arki g 'listandards that are informally used for
the Engineering part e4t ' s design criteria . Also included is
'
a marked-up copy of the iled site plan. Stall dimensions are
usually disregarded as P anning and Zoning regulations are more
restrictive .
The major problen appears to be within the area circled in red .
The dimension from the w lk at the north face of the building ,
north to the ex me of he middle parking stalls should be 63
feet - 20 ' (parkilig st 1 ) + 23 ' (aisle space) + 20 ' (parking
stall) . The actual fi 1 dimension is 57 ' which means there is
a shortage of 6 ' . If ' f ll sized" vehicles are parked in stalls
1 through 12 , thi 6 ' h rtage will be absorbed in the aisle be-
tween the two palcing ar as . This will greatly reduce turning
movements -enterirr and 1 aving these parking stalls .
The problem is nc as severe on the northwest or southern part
of the property lai design standards are more nearly met .
Possible Solutio
1 . Elimin par ing spaces 1 through 5
2 . Angled ' rkin *paces 6 through 12
3 . Angled rking, spaces 1 through 19
4 . Restri tive c m act parking spaces 7 through 11 .
5 . To have the applicant be responsible for a more
workable scheme ,

Dear Mr. Martel:
We have completed a preliminary review of the plans submitted
by you on April 24, 1985 for the proposed "Twin Plaza" adjacent to
Route 194 in South Windsor.
We concur with the single driveway concept, if the two
properties will be allowed internal access to each other. Two drives
could also be allowed, but the internal access should be eliminated.
Our prelLminary review has not included our Office of Traffic
or considered Stat raffic Commission or drainage requirements. Therefore,
we reserve final a)proval of the proposal until such time as you have
accepted the development of the second lot of this two lot subdivision.
