free nt for the proposal Emil W. Lucek, Lucek Engineering Associates, Inc.
Mz. Lucek explained that this proposal was to expand the existing parking area
and driv ways to conduct agricultural plant and supply sale facility.
Er. Lucek explained that the property will require very few modificatizza.
He noted that the site cons iated of an existing home, which the applicant is
cresently living in, and existing garage with an extension cn it which was used
r for a w-,rkship/storage area, and there is a small existing shed to thb rear of the
property. The existing pavement comes in off of Sullivan Avenue stops at the r ar
garage. The wetlands limit splits the property. It is a Walpole soil. The
water table varies seasonably. In the Spring some areas are up 18-24 inches.
Mr. Lucek explained that this parcel has been filled in the past. The filling
has created a depressed area along the property line which tends to pick up ground
water and sl :pes t-) the rear. They are proposing in the high area between the house
and the road, to follow the depression on the Priest property. i-X. Lucek explained
that they do not intend to significantly change grades or have any detrimental effect
on th w tland s.
Pz Lucek explained that they are proposing t, widen out the existing parking
ar a which would require additional paving in the northeast corner and some pavement
^n the west side, ane relocate the driveway slightly. Any increase in runoff w,:.uld
fl-w to the street, be picked up in the Sullivan Ave storm drain system and carried off.

mr. Lucek explained that in the beck they are proposing a graveled area to be
used for a work area to store plantings, equipment, etc. The main customer parking
area would be located in the front and this gravel area, would be used for 3overflox
parking also.
njr. Lucek explained that in the rear of the property there would be no activity
ffeeting the wetlands.
Th applicant is proposing to have a plant display in the back of the property,
decorative garden areas in the front, and storing and selling garden aaterials, and
th garage area would be used as a sales are for seed, bulbs, etc.
J. O'Sullivan noted that the wetland line on the map used in rW. Lucek's pr senta-
tion differed from the submitted application map. tr. Lucek explained that the
original ma. used wetlands designated by Hartford Soil Survey I'Ap which differ
slightly from the Town of Scuth Windsor's Wetlands P3ap, and per the request of
T-Nwn Engineering a new map was drawn and presented tonight.
J. O'Sullivan asked if the wetlands on the proposed site was part of a larger
w tland. YX. Lucek answered that it was.
J. O'Sullivan asked if on the side of the property where there was a sxal was
this a ditch? YJr. Lucek explained that it was a depression due to the site being
filled in the past and the abutting property not being filled, and it slopes and
drains to the rear.
Pr Lucek explained that they would not be - changing the grades but would be
following the existing grade of the ground.
J. Horan asked what kind of impact there would be on the wetlands. 1-;r. Lucek
ex la.ined that in meeting with A. B. 1 avies, Deputy Town Engineer, tw,,l areas of
c,nc rn were expressed. One was the concern cf curbing and Nr- Lucek explained
that there w-,uld be n^ curbing done. Second the concern .:f paving the parking ar a
in th r ar and as C,r. Lucek had explained they are not contending to pave this ar a.
*Aft r all regular agenda items were heard new proposed applications were reviewed:
Und r review of this application the Inland Wetlands Agency was in agreement that
du tQ the lack .:f a submitted revised prep incorporating the wetlands line a.s
requested by Town Engineering and due tc the absence cf A. B. Davies, Deputy Town
Engineer, that this application would be placed on the work sessi..>n agenda fcr th
IWA t:. be held Pionday, F bruary 2.5, 1985, for further discussion.
J. O'Sullivan brought up the concern for the storage -f garden ch micals and the
imi,act that they may have if not stored properly. Lew. Lucek explained that the storage
12. App. #1050 - Great Oak Garden & Nursery, Sullivan Ave. , GC zone
Mr. Emil Lucek was present along with Mr. Philip Toussaint of
Great Oak Garden & Nursery. Mr. Lucek noted that they have
received approval from the Inland Wetlands Agency and they are
already connected to the sewer. The Commissioners reviewed
the sate plan, and Mr. Lucek said they area marked bulk storage
will be for storing peat moss, bark chips and landscaping materials.
The shed to the rear will be used to store bonsai plants , and
12 parking spaces are provided, but the area could really accommodate
more vehicles. The parking area will be gravel, and the existing
driveway will be widened.
Mr. Toussaint explained he was a landscape architect and described
the landscaping plan in detail. The large maples in front will
remain, and most of the remaining vegetation will be replaced.
Mr. DeMallie, Planning Director, noted that this is the last lot
in the GC zone, and expansion would have to be in the Industrial
zone, which would require a variance. After further discussion,
Mrs . Klenke made a motion to approve this application for a site
plan for property located at 601 Sullivan Avenue, in a GC zone,
as shown on a plan prepared by Lucek Engineering Assoc. , Inc. ,
dated 1-24-85 , project No. 84-120 , subject to the following
modifications :
1. The offsets from the existing and proposed building must be
shown.

survey.
3 . The 50 year flood must be addressed.
4 . No building permits will be issued until the final plans
have been filed in the Office of the Town Clerk.
5 . Prior to commencement of site work , a meeting must be held
with Town Staff.
