RE: GERBER PROPOSAL - SULLIVAN AVENUE
On August 8, 1985 it was required that the Engi ering epartment
prepare a cost estimate of the Gerber proposal shown on a site

for 500 linear feet of roadway being proposed K nedy R ad South.
I have added to this design lateral catch basin and 15 R.C.P. I
have assumed: a cul-de-sac as per the usual re iremen of the Fire

Being on a State Highway, the State must be considered in this
proposal. I have called the Permit Section and talked to Jack
Moriarty. At a request from the Town (not the plican ) , his
office will do a preliminary review on the prop al. H ' s office
cannot make commitments with respect to the Sta Traffic Commission
or D.O.T. drainage. At the time when a prelimi ry rev ew is
requested, the Town should also make inquiries to an State
participation. This is at the advice of Mr. Moriarty. The State
will make no determination about participation titil they have a
formal proposal. It was indicated to me that any chances of
State participation are slim. It may still be worth a -try.

Mr. Gilligan noted that the plans show a line of devel pment and
he asked if they will seed and grade everything within that line.
Mr. Decker said yes. Mr. Gilligan said the landscape lan does
not show that line of development. He then asked if t e stockpile
will be gone with the building is completed, a Mr. D cker said
he wasn' t sure. He noted they must remove somemateri 1 from
the area, and in other areas fill will be requ' ed. M . Gilligan
again asked for clarification of whether everyt ing wi hin the
development line would be graded and seeded, an Mr. Decker said
yes, it would.
Mrs. Montana asked about traffic onto Sullivan Avenue, and Mr.
DeMallie said the State DOT will evaluate that. Mr. O'lleill said
DOT won' t look at the plan until they have PZC approval.
He said when the rest of the site is developed they will have to

Mr. John Decker, the Facilities Manager of Gerber, was present,
along with Walter Fuss of Fuss & O'Neill. Mr. Decker referred to
the maps and said that at this time they are limiting he development
to approximately 6 acres at the northwest corner near ullivan Avenue.
They are proposing a 48,000 s . f. building, plus neces ary parking
for 100 employees. They received approval fromInland Wetlands/
Conservation Commission. There are a couple wooden barns on the
site which will be removed in the spring. Pa t. of the agreement with
the current owner is to let him keep equipment there u til Spring.
The Town Fire Deparment might raze the barns s part o their program.
There will be 157 parking spaces, and a driveway from Sullivan Avenue.
They currently employ 108 people, and need par Ring for about
25 to 30 guests. They have shown a minimal lardscape ilan.
There will be a berm wall up to the window on three si es of the
building. They will consider what the Commission want for landscaping
if there are rules and regulations. They are looking at landscaping
from a cost/maintenance criteria. There will be exter or lighting
on the outside of the building.
Mrs. Montana suggested that Gerber's should set a stan and
regarding landscaping for others to follow. She noted the Commission
has been concerned for quite a while about what is hap ening on
Sullivan Avenue. This is a positive step in the right direction
and Mrs. Montana noted that anything Gerber can do to tet an example
would be helpful. Mr. Decker said they would be happy to comply
with Town standards, but there are budgetary imits. He said the
landscape plan was prepared by Fuss & O'Neill, but he toted it is
certainly not what they would have recommended. Mr. D cker said
there will be a lawn in front of the building, and fivd, trees will
be planted.
Mr. Gilligan asked what kind of activity would take place in the
building, and Mr. Decker explained in detail t 9 use. Basically

Inland Wetland Agency & Conservation Commission for the above referred

Site Plan of Development
Dear Chairman Gilligan,
In response to your letter of approval for the above referred a lication
#1105, dated 18 February 1986, included therein were conditiona requirements
of the approval. This is to address specifically item 2) requ' ing
resubmittal of a landscaping plan of the site. Enclose please ind copies
of a revised Landscape and Lighting Plan drawing indicating revisions dated
2/27/86. Review and approval of this plan by your commission is respectfully
requested.
The plan as being submitted has been reviewed by Mr. Peter DeMal ie, Director
of Planning. It is upon his recommendation we forward this plan , Our
engineers estimate the cost of planting is approximatel $15,000 without the
grass, seeding or finish grading of the lawn areas. We would respectfully
request the right to make minor adjustments in the actual planting in the
course of placement and or species so long as the conce tual pla is carried
out as indicated. It is possible that competitive landscapers may offer
contingent adjustments which could be both effective in appearance and cost
at or during the actual placement.

Our understanding is we may review the above matter before your commission at

RE: Gerber Scientific - Sullivan Avenue - Drainage Recluirements
Dear Jack:
During local review meetings with respect o the bove site,
the Town was requiring Gerber Scientific to me certain drainage
requirements. These requirements are based on a drainage study
performed by James P. Purcell Associates , Inc. for the Town in 1978 .
The design criteria resulted in a pipe size of 60 inch diameter-
pipe from Sullivan Avenue through the Gerber site. Th' s pipe drains
95 acres (to the north figured at full development) with a 10 year
return frequency storm. The area also includes most o Sullivan
Avenue that the site fronts on.
The design of the new 60 inch pipe is in lieu of n existing
24 inch diameter, clay tile pipe that presently crosse the site,
under the control of the State . It is assumed that th State would
relinquish this 24 inch pipe and thus enable G 7
rber ma imum use of
their site.
The Town had further required Gerber to provide o site deten-
tion, a policy established by the local Planning and Zoning Commis-
sion. The presently approved Gerber site will have it5 own local
detention. With any subsequent development, Gerber wi 1 be required
to provide:
1 . Adequate drainage on Sullivan Avenue and also on site
(includes 60 inch diameter pipe) .
2 . On site detention (zero increase in Y n-off for 100 year
storm) .
To: Jack Moriarty -2- April 18 , 1986
From: Richard P. Martel
For any improvements or requirements that the Stat may have ,
I would request that the State consider the pipe sizes m.,stablished
by the Town and also releasing rights associate with the existing
24 inch clay tile.
If you should have any questions, please g ve me a call.

RE: GERBER SCIENTIFIC- SULLIVAN AVENUE - DRAINAGE REQUIREMENTS
Dear Mr. Deane:
Attached please find a copy of a letter to Mr. Moriart regarding
the above referenced site. With future development of the site, a
pipe size for storm drainage was established that woulcl meet the
present policies of the Town. In subsequent d' scussio s with
Gerber's Engineer, they had determined that fi ld conditions did
not warrant the run-off co-efficients used in he initial submittal.
The Town has also reconsidered its requirement that s ormwater
pipes be sized for full development with no re ention/ etention.
The watershed that feeds the system to the Ger er site via
Sullivan Avenue, will now be required to have etentio /detention
for any future development. Using these para ters, t e resulting
flow for a 50-year return-frequency storm woul be 65 . f.s. . Pipe
sizes would be determined with any final proposal . Pr sent estimates
indicate a pipe size diamater of between 36" z d 48" .
The Town still supports this new pipe replacinc the existing 24"
clay tile pipe that is through the Gerber propErty.
If you have any questions , please give me a call.
