Dear Mr. Zaino:
You had submitted an as-built plan to the Town's Building Department in October of 2004, in order
to obtain a permanent Certificate of Occupancy(CO)for the addition made to Battiston's Cleaners.
The Engineering, Building and Planning Departments reviewed the plans however there has been
no building inspections done of the site since a footing inspection on May 1, 2003. Since that
time, we have not heard from you concerning any further inspections and therefore no Certificate
of Occupancy(C.O.) has been issued from the Town's Building Department.
In addition, it has been noted that an additional curb cut has been constructed on the west side of
the building, onto Troy Road. This curb cut was done without approvals and is not shown on the
latest as-built plan. The excavation permit, which was taken out by E.C. Paving, LLC, was for
repairs to the existing driveway, not a new curb cut.
Please be advised that these above issues are in violation of South Windsor Zoning Regulation
Section 18.3 Certificate of Occupancy which states that no business can be in operation without
a Certificate of Occupancy and of Section 8.1 Site Development Plan, which states that an
approved site plan is needed before a business can operate.
Please contact the Building Department as soon as possible to set up inspection for the site and the
Department of Planning regarding the curb cut, so that no further enforcement action need be taken.
