Perna, Project Engineer DATE: December 13, 2005 RE: Talcott Ridge Road Jeff, please find attached a copy of the as-built plan for Talcott Ridge Road indicating the areas in the roadway that are experiencing settlement. I have included copies at a larger scale of 1"=20'to indicate spot grades which were taken on Dec. 12, 2005 along with the profile of the road which shows the settlement at an exaggerated scale. I have also taken pictures of the areas in question to provide a visual depiction although the settlements do not stand out as well as I would have liked. There are three distinct areas where settlement is occurring and one of those areas experienced settlement and was repaired back in November, 2004. Although it is hard to determine why the settlements are occurring by visual inspection of the surface, it appears that the problem may be related to the construction of the sanitary sewer which is fairly deep in this area (13 to 19 feet deep — see profile). This is an area where we know blasting of bedrock occurred in order to install the sanitary sewer. Why the problem is manifested at this particular area vs. further up the road (at the intersection with Sweet Meadow Drive as an example) is puzzling as the sewer is deeper at that point. It should be noted that the settlements are occurring across the entire cross-section of the road and not just in the area of the sewer trench although we did see water from snow melt entering a crack in the road in the area of the sewer trench (see pictures). At your request, I have researched the old inspection reports for this project to determine if we had any information related to depth to ledge, any particular problems during construction, etc. Unfortunately, the reports do not indicate elevations at which ledgerock was encountered although I recall that the site contractor had removed at least six to eight feet of overburden before encountering ledge in this particular area. The inspection reports did indicate that the excavated ledgerock was crushed and that the Town Engineer at the time did not allow the contractor to use that material processed and used for backfill in trenches and as a base for the sidewalks. I do recall as documenting when the area that had previously settled was a road base but I could not find any correspondence indicating whether that materia l met our specifications or not. I have also attached the inspection report and pictures 2004 (Sta. 19+09 to 19+35). repaired back in November, Let me know if you need further assistance or require more information regarding this matter. w LL N= ZOO / 5 , f w / b?. Rich; Drabek, Bernard; Perna, Joe; Stead, Melvin Date: 11/12/04 8:O8AM Subject: Talcott Ridge Road Hello, I spoke with Ron Campo from Dufford Construction today. They are planning on doing some repairs to Talcott Ridge Road next Wednesday(11/17)or Thursday(11/18), weather dependent. This involves repairing 2 sinkholes, one in front of house# 121 and one in front of house#181. Also they will be excavating and recompacting/reconstructing a section of road that has settled in front of house#114. 1 asked him to contact Sgt Bond at WPD about traffic control and possibly closing the road for a little while. Dufford has replaced the dead tree east of house#136 and the road repairs are the only thing left that we know of that needs to be addressed before the Town takes over this road for good.
