Also attached is the weight slip you requested. If you have any questions or comments with this submission, please feel free to call at any time. With regards, Aldrich Construction Co., Inc. James D. Aldrich,President RECEIVED OCT 2 8 2002 SOUTH WINDSOR ENGINEERING DEPT. MATERIALS , L. L.C. October 24, 2002 Aldrich Construction 48 Stock Place Manchester, CT 06040 Attention: Jim Aldrich Re: Connecticut Ave. Burn Spot Repairs In lieu of having a town inspector present while repairs were made to the burnt area of bituminous concrete located near a catch basin in the southeast quadrant of the cul de sac, herein is provided a detailed description of the repair made. The area of concern was approximately eight feet by ten feet. Saw cuts were made on the top course. As bituminous concrete was being removed from the top course it began to pull up bituminous concrete from the binder course. Further saw cutting was necessary to encompass the damaged area and keep neat lines. The existing bituminous concrete was removed, including the binder and top course, and the existing processed stone base was recompacted with a small roller. Approximately three tons of class 2 bituminous concrete was placed by hand and compacted in three equal lifts to an approximate height of four inches to match existing grade after emulsion was applied to the edges of the cut bituminous concrete. The removed bituminous concrete was placed in a small dump truck and hauled to the Galasso plant site. Enclosed is the original copy of the weight ticket for this particular job. All material was used in the repair. Should any questions arise, please feel free to call me. T SUBJECT: CONNECTICUT AVENUE DATE: AUGUST 20, 2002 On July 27 two teenagers were arrested for reckless burning, etc. for an incident that occurred in the cul-de-sac at Connecticut Avenue off South Satellite Road. The fire caused the pavement to melt and it needs to be repaired. This cul-de-sac is still in private hands. Would you notify the appropriate owner that it needs to be repaired? The police report case number is 02-15618. I am preparing costs that we incurred in cleaning up glass and wood. I will give it to the police and have it follow the case to see if we can get the court to order restitution. I was dispatched to a Bon-Fire complaint to the rear of 250 Nutmeg Rd. South. Dispatch advised me that an employee from that building could see a large fire. I was familiar with that area and knew that the source was most likely off of South Satellite Rd. I advised dispatch to direct the South Windsor Fire Department to the end of South Satellite Rd. Upon arrival in the area I could not immediately locate the fire. OFC.Mainieri then arrived on scene and moved to check Connecticut Ave.while I went to 250 Nutmeg Rd. South. I then met with the reporting person who stated that it was most likely off Connecticut Ave. I then turned around to check that area. As I was turning on to Connecticut Ave.I heard OFC.Mainieri attempt to make a transmission over his portable radio. I then reached the end of the cul-de-sac and found a large bon-fire approximately 1OX10 feet in the.roadway. I advised dispatch what I had found and that OFC.Mainieri and I were engaged in a foot pursuit with suspects from the area. After running in the wood line I found a black backpack on the ground approximately 20 feet in from the road. I noted its location and continued to assist OFC.Mainieri. I came out of the wood line on Edgewood Dr. when OFC.Mainieri advised that he had two suspects in custody. I met up with OFC.Mainieri in front of 23 Barbara Rd. We began escorting the subjects back to the scene. OFC. Mainieri confirmed that the subjects were carrying a black backpack when the fled the scene. On the way back I retrieved the bag. At the scene South Windsor Fire Department had begun extinguishing the fire. The fire had been located against the curb of the road way approximately 5-10 feet from brush and wooded area. The wooded area surrounds an industrial area and the fire was only 250 feet from the complex. OFC.Mainieri and I searched the subjects,A- Randazzo,Adam(01JAN86)and A-Caldwell,Donnell(14MAY86),incident to arrest. We found no contraband on their person. Randazzo was secured in OFC.Mainieri's cruiser and I secured Caldwell in my cruiser. I then searched the backpack and found two 12oz bottles of Heineken beer. One of the bottles fell and broke; the second was seized as evidence. After inspecting the scene we found a picnic table near the fire. On the table were several open bottles.of Heineken beer and a 200m1 bottle of Yukon Jack liquor. The Yukon Jack was collected as evidence and the contents of the remaining bottles were emptied. We also noted numerous Heineken bottles smashed all over the cul-de-sac. Once the fire was extinguished we found that the fire was hot enough to melt through the pavement down to the gravel base. I took several photographs of the scene and advised dispatch to notify Town Highway of the damage to the roadway. Based on the proximity to the wooded area, proximity to nearby buildings, and the generally dry conditions in the area we believed that there was a great risk of a brush and/or structure fire. OFC.Mainieri spoke with the Fire Duty Chief who agreed that the fire was reckless. OFC.Mainieri and I transported Caldwell and Randazzo to Headquarters for processing. Upon entering the prisoner processing area I found that OFC.Mainieri was encountering some difficulty with Randazzo. Randazzo was being very aggressive and uncooperative. I had Caldwell sit in the Intoxilyzer room and change into paper clothes. I completed a Prisoner Property and Booking Log for Caldwell. At 2310hrs I read him his rights per Miranda. I then completed the Uniform Arrest Report,FBI fingerprint card, and palm print cards. Caldwell then had his fingerprints and photograph taken. I had him call his mother to pick him up. He was then placed in Cell#3 to wait to be released. At'0005 Caldwell was released with his mother's signature. Caldwell was charged with Reckless Burning CGS53a-114,Interfering with a Police Officer CGS53a-167a,and Possession of Alcohol by a Minor CGS30-89(b). He was released on a$2500.00 Non-Surety Bond with a GA-12 court date of 08AUG02. Caldwell stated that the backpack that was seized belonged to him. I removed the contraband from it and returned it to him. OFC.Mainieri completed the processing for Randazzo and placed him in Cell#1. OFC.Mainieri later released Randazzo to his parents at 0031hrs on a$2500.00 Surety Bond with a GA-12 court date of 08AUG02. Randazzo was charged with Reckless Burning CGS53a-114,Interfering with a Police Officer CGS53a-167a,and Possession of Alcohol by a Minor CGS30-89(b). I entered the bottles of Heineken and the bottle of Yukon Jack into evidence on a Property Receipt and a JD-CR- 18. I then found that some of the photos did not come out due to poor lighting. I returned to the scene and taped the area off as a crime scene. I noted that the unbroken beer bottles had been removed but the glass was still littering the cul-de-sac. At daybreak I returned to the scene and took more photographs. I then entered the photographs into evidence on a Property Receipt and a JD-CR-18.
