Box 317546 ERM Newington, CT 06131 Re: Application for Encroachment Permit Intersection of Rte. 5 and Chapel Road, Sozith Windsor ERM Project No. BL602.00.01 Dear Mr. Payne: - Environmental Resources Management (ERM) is working in conjunction with Mr. Thomas O'Connor of the Connecticut Department of Environmental Protection (DEP) to sample groundwater in the vicinity of Route 5 and Chapel Road in South Windsor. As we discussed during our July 25,2002 meeting, ERM will be using a soil probe rig operated by Seaboard Environmental Drilling Company to collect grab groundwater samples at approximately four locations along the Route 5 Right-of-way. These locations are shown on the attached figure. Soil and groundwater samples will be collected from each boring and the boring holes will be patched immediately,leaving no permanent structure along the roads. If asphalt is disturbed during the process, ERM will hot patch these disturbed areas. ERM will make every attempt to collect these samples from off the main road and along the Route 5 Right-of-way. It is anticipated that these sampling activities can be completed within one 10-hour day. As we discussed during our telephone conversation on July 31, 2002, ERM will perform this work on August 8, 2002. Attached,please find the requested paperwork including the Application For Permit Form, a sketch shoving the location of the soil borings,a Certificate of Insurance from Seaboard Environmental Drilling, and a$50 check to cover the application fee.
