SUBJECT: FLAGMAN REQUIREMENTS
DATE: APRIL 27,2005
The Engineering Department has been placing the attached information packages in each
construction bid.
The package from South Windsor Police Services is based on an outdated issue of the
"Manual.of Uniform Traffic Control Devices".
The other package beginning with"Appendix A"is from the current MUTCD. It would be
to all our advantage to continue to insert a statement from the South Windsor Police
Department to head up the section of current MUTCD procedures.
Items that may be consider in the statement may include:
• When or if a road may be closed.
• Always maintain at least one open lane for traffic.
• Strict adherence to the traffic control section of the MUTCD or the traffic control plan
included in the project design plans.
• Policy on detours.
• Traffic controller(flagger) duties are traffic control only and shall be clearly identified.
• Anything you deem appropriate to have contractors clearly understand_ how important
and how seriously we consider traffic control on job sites.
Please have someone review this information and look at an update to insert in future bid
package.
