MEMORANDUM

RE: Pro Rated Sewer User Fee — 70 Steep Road
On May 14, 1998, Mr. Jose Santos of 70 Steep Road paid a pro rated sewer user
fee of $113.75 (see attached copy of receipt) for the connection at his house. On
August 17, 1998, Hills Paving took out a Drain Layer Permit to connect the house at 70
Steep Road to the sanitary sewer system. At that time a pro-rated sewer user charge
of $65.00 was collected. The connection of the house to the sanitary sewer system was
made on August 19, 1998.
The pro-rated sewer user fee was paid twice and a refund is due. However,
since the connection was made on August 19, 1998, the refund should be $113.75.
Hills Paving claims that they want a refund since it was paid twice — once by the
owner and once by Hills Paving. It is my opinion that the refund should be sent to Mr.
Santos, the owner of 70 Steep Road and a copy of this memorandum explaining this
situation sent with the letter.
