RE: Installation of Public Sewer Lines-and Connections within 25 feet of A Private Water Supply;x,t-ell
Dear Mr. Polhemus:
The purpose of this letter is to provide recommendations when a public sewer main or sewer connection
is being proposed at a location within 25 feet of a private water supply well. Based on plans submitted to
our office for review, there are approximately a dozen locations such as this identified in the Coventry
Lake Sewer Expansion Project(Contract#1). During a recent conversation at your office, it was
indicated that some of the work has already been performed at several of these locations without formal
review or approval from your office. The sewer expansion project plans were prepared by Fuss&
O'Neill, Inc.
As you are aware, the Technical Standards in the CT Public Health Code(Tables 2-A and 2-13)state that
no public sewer main or sewer connection shall be closer than 25 feet to a private water supply well.
This program recognizes that there may be instances, such as existing lake-area developments, where it is
not possible to provide the specified separation due to the lot layouts and existing well locations. In
these cases our office has supported local health departments granting exceptions if special precautions
are taken and it is determined the exceptions are unlikely to pollute the wells.
In the case of the Coventry Sewer Expansion Project,it has become evident that maintaining the
minimum 25-foot separating distance at several locations is not possible due to existing site conditions.
It is our opinion that the sewer expansion project will significantly improve the groundwater quality in
the area by eliminating the use of antiquated, undersized and failing subsurface sewage disposal systems.
As such, exceptions to the 25-foot separation distance may be warranted. However, our program
recommends the following:
I. No exception to the 25.-separation requirement shall be granted until the exact location of the existing
well on the property is determined and then ascertained that there is no possible alignment of the
sewer line or connection lateral which would provide the 25-foot separation distance.
2. When encroachment is necessary, a plan showing the well location and sewer line shall be submitted
to the Eastern Highlands Health District(EHHD) with a written summary explaining why the request
for the exception is necessary. Plans shall also include the type of piping and joint connections to be
installed, and the pressure testing methods that shall be performed, Any other precautions, such as
sleeving the sewer lines, must be detailed on the plans.

3. Approval of the public sewer mains and sewer connections sliall also be obtained from the Coventry
Water Pollution Control Authority.
Once the items above have been complied with and its determined that any exceptions are unlikely to
Pollute the wells, this programs recommends that the following conditions are stipulated:
1. All sewer mains and sewer connections within 75 feet of a private water supply well should be
inspected and approved by the EH14D prior to backfilling. AWWA C-900 piping should be used and
backfilled with non-free draining material at locations less than 25 feet to a private water supply
welt,
2. Pressure testing results of the Piping should he fon,arded-to the 1✓
3. Final as-built drawings of the sewer main and lateral connection locations should be submitted to the
EHRD.
Each location requiring an exception to the minimum 25-foot separation distance must be reviewed and
approved on an individual basis. The sewer pipe and/or sewer connection lateral is to be far removed
from the well as physically possible, and within reason. This program is available to provide further
guidance on specific exception requests.
If you have any additional questions, please fell free to contact us.
Sincerely,
Sean Merrigan
