MEMORANDUM
PUBLIC WORKS DEPARTMENT
POLLUTION CONTROL DIVISION
TO : Frank J. Smith - Superintendent of Pollution Control
FROM : Melvin Edwards, Jr. - Sanitary Inspector
DATE : August 11 , 1976
SUBJECT 515 JOHN FITCH BOULEVARD
As you are no doubt aware the Vulcan Radiator Company, of Capitol Avenue in
Hartford, took over lthe subject industrial building on Route 5 this past June 16.
Under Permit No. 11 , dated June 9, 1969, and Permit No. 48, issued November
26, 1969, this building has been provided with two (2) connections for the discharge
of sanitary wastes into the Town's collection system.
I know very little of their operations and nothing of their plans for these
two (2) connections; however, I suggest that either you or the Sewer Commission
should advise the new owners of the provisions of the Federal Water Pollution Control
Act (PL 92-500) and South Windsor's National Pollutant Discharge Elimination System
Permit (NPDES) No. 132-SO1. I refer you in particular to Section 9 of our NPDES
Permit wherein it states, "No new discharge from a single source to the sewage
system of: "1) domestic sewage in excess of 5,000 gallons per day; 2) industrial
wastewaters; and/or 3) cooling waters may be authorized without the discharger
first obtaining a permit from the Director." My main concern here lies in the
discharge of industrial wastes into our system. I feel they should be informed of
this Permit and of the fact that no industrial discharges shall be permitted by
the Town without prior approval of Mr. Robert B. Taylor, Director, Water Compliance
and Hazardous Substances, Department of Environmental Protection.
Further, I refer you to Article V, Section 1 , of the Town's Sewer Odrinance
No. 11-300, which specifically prohibits the discharge of uncontaminated cooling
water and unpolluted industrial process water to a Town sewer.
If I can be of any assistance to you - or answer any questions you may have on the subject, I will be most happy to do so.
Respectfully submitted by,
