South Windsor, Connecticut .06074 RE: House Connection Mrs. Borawski #450 Foster Street Dear Mr. Thrower In view of the past.history regarding this sewer connection, Mrs. Borawski is wary of anything less than a guarantee from the Commission. Since the proposed connection will utilize - a relatively flat slope which leaves little margin for error, the only positive way for the Commission to give any assurance or guarantee,is through field investigation'. This investigation .should include excavating and verifying the invert of the main, verifying the invert at the house outlet and determining the actual length of lateral to be'. installed. .. Very truly yours, JAMES P. PURCEL SSOCIATES, INC. FB:DWG:dw David W. Gates OFFICE LOCATED AT: 90 NATIONAL DRIVE • GLASTONBURY CONNECTICUT o MEMORANDUM PUBLIC WORKS DEPARTMENT POLLUTION CONTROL DIVISION TO Frank J. Smith - Superintendent of Pollution Control FROM Melvin Edwards, Jr. - Sanitary Inspector -DATE 19 May, 1976 SUBJECT 450 FOSTER STREET,._SOUTH WINDSOR There seems to be some degree of controversy surrounding the situation relative to the existing lateral and the .existing house sewer for the subject dwelling - located .on the eastside of Foster Street, between Deepwood Drive and Birch Hill Drive; and,.at your request, I tender this Memo to present those facts known to me. On 12 April "John A. Lamson, a local Drain Layer, advised me that he had been asked- fora price on this job. He further stated, after checking our as-builts and visiting the.:_property, that. he was somewhat skeptical as to whether or not the proposed house connection would "make" and asked that I visit the site with him. Therefore, at 1350 that day, Jack and I visited the subject property armed with what information we had been: able to gather from Contract "G" As-built Sheet No. 26 the location of the lateral and its depth - eight feet` ($'). - and the top of foundation (T.F.) of the house 346.74:: Raving no transit and rod at our .d sposal at that time our check could, naturally, be only by eye; and our findings would, of course, be only approximate. -Jack- did, the sightings from the rear corner of the house; and, from our rough field calculations, we decided - as I stated to Jack that it appeared the house connection would "make" if the line were laid at minimum grade and if the house plumbing was not too deep where it .came through the foundation. At no time, either then or later,-did I ever assure anyone that this particular connection would '_Imake." At 1400 on the 19th Mrs. Borawski called and asked if her house and 442 Foster. would "make." I replied that, from our records and my visit there with Jack, it appeared - no guarantees - her house connection could be made, though it would be close. At 1552 the same day Mrs. Gagner of 442 Foster called and asked the .same question about her house. I had no information immediately available on her dwelling, so stated that I would gather some data before I let her know. As you know I was out most of the 20th and all of the 21st, and was unable to get MEMORANDUM 'TO : Frank J. Smith 450 FOSTER STREET, continued 19 May, 1976 back to her until the 27th - at which time I advised her that it .appeared her home could be connected with no apparent problems. I have no way of knowing how Jack presented the situation to Mr. & Mrs. Borawski; but at any rate he requestel a permit for the job, and I issued our No. 1075 on 27 April for the connection of subject dwelling to our sewer system. I was, as you will recall, not in on the 28th, and when I returned on the 29th I found the following note attached to the permit on my desk - "can't make 181' too low." Shortly thereafter - at 0910, to be exact - I met Lester Braddock and Robert Snuck of the Engineering Division on the site. In brief, Lester's findings were as follows: a. top of foundation elevation 346.74 b. cellar floor " 339.74 c.. existing lateral . " 338.00 d. existing cast iron " 337.75 e. installed pipe " 338.49 (about 100' already laid at minimum grade) These figures can be verified by checking page nineteen (19) of _Lester's Y-4 field book. As can readily be seen from c. and d. above the lateral was .25 feet - three inches (3't) - too high as originally installed under Contract "G't.
