Page -- Planning Co-ordinator g g o ordinator FROM : Melvin Edwards, Jr. -- Superintendent of Pollution Control SUBJECT. : Electrocal, Edwin Road 1. The industrial waste is acceptable for discharge to the sanitary sewer based on a flow of five hundred (500) to one-thousand (1,000) gallons per day and the laboratory analysis on samples collected 09 May, 1974 and 16 I-lay, 1974. I enclose a copy of the lab report for your information. However, it is well to remember that, if the flow or chemical characteristics change in the future, the discharge will have to be re-evaluated. 2. I understand that Electrocal has established new rinsing techniques - thus the significant decrease of the concentration of MEK, along with a corresponding reduction' in B.O.D. Of concern to me now is how Electrocal proposes to dispose of these rinses after they have lost their effectiveness. Certainly they cannot landfill these.rinses; nor can they discharge them to the sanitary sewers under any circumstances. It is Electrocal's responsibility to advise us of their plans for this disposal - i.e., where and the frequency. Also, I must insist that we receive some kind of written notification: from the operators of the disposal site after each dumping. There must be no connections - either direct or indirect - between the rinsing equipment and the sanitary sewer - nor to the storm sewer system, for that matter. 3. It would be well, to advise Electrocal that both the State Department of Environmental Protection and this Department will make regular, unannounced visits to the plant to be sure of strict adherence to these policies. Article VII, Section 1 , of Sewer Ordinance # 11-300 spells out our right to do this. 4. Regarding the submittal of their proposed extension to the present building on Glendale Road, I offer the following comments: a. The pipe size is wrong. It must be eight-inch b. Estimated additional flow must be known in order to determine if the proposed pumping station is capable of easily handling the combined flow from both buildings. c. Public Act 73-555 requires submittal of these plans to the State for approval prior to construction. In light of this two (2) copies of the revision, along with the new flow data, must be submitted to this Department for approval and submittal to the State. 5. Windsor Our File: 73.225 Dear Mr. Edwards : Pursuant to our telephone conversation today, I herewith submit the following data concerning the proposal for connecting the Glendale Road building into the proposed pumping station on Edwin Road : 1. As per your requirements , the pipe size shall be changed from 6" to 8". It should be noted the flows are very small and the 6" size actually is more than adequate , but we shall , comply with your local regulations. 2 . Enclosed please find our analysis of the flows into the station. You will note that this is based upon 80 employees . This total count, I am informed , includes the employees who will be working in the Glendale Road building. This staff, which will be intended for research_ , is between 6 and 12 in number. Therefore, the total flow into the station will not change from that shown in our May 25 ,' 1974 computations . Even if this were not the case , the station has far greater capabilities than the 75 GPM indicated due to the fact that a 3" diameter solid passing size is required. Therefore, we are at the bottom portion of the curve for this pump size , rather than at the top. There is no other change in the com- putations with regards to the total dynamic head , etc. The installation of this local collector is well within the station capabilities . 3 . Both the old and new buildings are under one ownership and will remain under the same ownership since they are both being used by the Electrocal Corp. Therefore , they represent two buildings on a single piece 'of property and in my opinion., the addition of the second line is a collector .line to a second building and not a sewer main for separate ownership or diversely located properties, ,and therefore does not fall under the Public Act, CONSULTING ENGINEERS 0 LANDSCAPE ARCHITECTS 0 SURVEYORS. MORTON S . As you can see, the concentration cf the MEK has been significantly reduced by the new rinsing techniques. Consequently the BOD is now within an acceptable level for discharge to the sewer. The other organic components of the waste, the Cyclo- hexanol and Xylol, are readily biodegraded. Therefore, it is our recommendation that the industrial waste from Electrocal be accepted into the South Windsor sewerage system. Please remember, however, that approval of the station and force main does not include our approval, or acceptance, of any industrial discharges from this firm. It is my under- standing that there are some discrepancies between the analyses of samples tested by the State and those tested by Newland Labs of Hartford. Also, DEP advises me that Electrocal is presently experimenting with several methods of eliminating the Methyl Ethyl Ketone (MEK) from their proposed industrial discharge. MEK, as you will recall from a previous memo, is flammable and is, therefore, excluded by Town of South Windsor Ordinance from discharge to our sewers. Melvin Edwards, Jr. ME:prb cc: Emil W. The list of tests required is presented in 'a letter to Tom Lee of which a copy is being sent to you. 2. The discharge flow is low so the BOD loading to the plant can be taken as long as .a charge for the extra loading is acceptable.. 3. The Methyl Ethyl Ketone concentration of 8000 mg/l -cannot be tolerated because of its flammability and flash point. The sewer ordinance does not allow discharge of flammable materials to the sewer. If the concen- tration of this solvent or any other is present in preceeding tests, .then the company will have to be responsible for segregation and removal of the MEK. (208-5) The attached report - dated 19 lurch, 1974 fro= The Newly-Ads Szmitary LFboratory is, in its entirety, a part of these minutes. The first topic of discussion covered the estimated mriow t of discharge fror_ Electrocsl's proposed Edwin Road facility. Mr. Strauss Pnd Mr. Lee preseAted the following figures: A. Sanitvey wastes estimated at 2,800 gallons per day (gpd) B. Process wastes estimated at 1 ,500 gallons per day (gpd). Mr. Lee went om to. say, however, that the 1 ,500 gallon estimate was high a.-d that the process discharge would, in all probability, be :tore like 1 ,000 gallons per day. Next, Mr. Hirschey and Mr. Lee gave us some background on Electrocal's present disposal system and field on Glendale Road. This consists of a settling basin - the approximate dimensions of which are 10 ft x 10 ft x 10 ft for approximate gallonage of 7,500, thus providing a detention time of from seven to ten days. 'Page 2 21 March, 1974 Subject: Electrocaal, continued. This basin is also. .equipped with as skimming mechamism for floatables. Previous experience, according to Mr. Lee, has shown that the effluent from this basin is *-x isolated we-ste with no settled solids breakdown during detention and ro settled solids discharged to the leaching field. The design for ElectrocRl's new frcility mikes no provision for a settling basin, and the only detection tine provided would be t'_^at caused by the timing cycle of the lift statiom. Mr. Lee .contexded that there should be no biodegradation during this relatively short detention. At t1xis point Mr. Averill requested that Mr. Lee provide him- with P. report showing a complete analysis - includirg nitrogen; phosphate; total, volatile and suspended solids; etc. - P-xd a sample of the process waste. This was requested in order to provide us with additional background on the proposed discharge and with information that will be necessary in the eventuality of industrial sewer use charges being based on the recovery of treatment costs rather than the present water consumption basis. Prelirinaary opinions, as expressed by both Mr. Averill and myself, include: 1. the possibility of our requiring some form of pretreatment by settling and scum removal prior to disckaarge; 2. the possibility of the Staate's requiring, under Section 25-54i of tke Connecticut General Statutes, that Electrocaal obtain as discharge permit; and, 3. the possibility of our requiring stand-by power for the lift station. We also stated that any additional requirements and recommendations rade by both the State Department of Environmental Protection and Mr. Julio Loureiro, P.E. , of James S. Mixges Associates, would be the final determixaants in this matter. At this point Mr. Strauss re-marked that stand-by power for the statiolt had not been given any previous consideraa.tion because it was felt that as power failure would necessitate shut-down of the process, thus eliminating discharges, for the duraatior of the outage. Mr. Vixick and Mr. Paull then expressed tEei.r interests in the matter and stated that they desire relief from the Department of Pollution Control in order that they-.be able to construct the building, with full reaalizaation that approval of the nethod of discharge raid a_cceptaxne of the process waste may withhold the issuance of the Certificate of Occupancy indefinitely. I rewr ked that I would probably have no objections to allowing issuance of a conditional building permit. Further, I stated that I would -consider this oily if Planning and Zoning would be in agree:pert and if the State DEP had no objections. This conditional issuance mould be based o-n strong stipulations concerning the discharges and method of discharge. The meeting adjourned at 1000. W'cex available, copies of the complete analysis from Mr. Lee and recommendations from Mr. Loureiro will be forwarded.
