Braddock, Sr. Engineering Inspector RE: 24 Carriage Drive As I try to recall the sanitary sewer lateral tie in at 24 Carriage Drive to the Town' s sewer system, the situation was as follows . Several months prior, Mr. Koepper called seeking the location of an existing lateral to his front property line. To the best of my knowledge the Town had no lateral or map showing any sewer service pipes onto his property. Mr. Koepper was offered assistance to find any available records on file. On or about March 1, 1991 a permit was taken out by Skip' s Septic Service to connect #24 Carriage Drive to the Town's Sanitary Sewer System. Skips worked several days digging to try and locate the end of a lateral behind the sidewalk (as shown on a T.V. tape acquired by the Koeppers ) . Mrs . Koepper invited me to review the tape. I declined, advising her I do not have the expertise to determine locations of items shown on tape. I was at the site to inspect Skip's installation and to watch the street cut, the water in the trenches and the total system; therefore I did spend a lot of time at Carriage Drive. I talked to Skip's crew on several occasions about possible lateral location other than where they were digging. Their decision to dig into the street was determined by their use of the Video Tape and dimensions provided by Mrs . Koepper, but I never told Skip' s where to dig. I talked to Mrs . Koepper at the site, but never met Mr. Koepper. LAB/jsv
