Mr, Harvey Levack
Superintendent, Sewer Dept,
Town Hall
1540 Sullivan Ave
South Windsor Conn 06074
Dear Mr. Levack:
The Metals Testing Co, requests reconfirmation of its approval- ,-
to dispose of wash water containing fluorescent penetrant
("Zyglo") inspection materials into the South Windsor sanitary
sewer system. This has been our practice ever since the
Metals Testing Co, moved to South Windsor four and one-half
years ago.
The fluorescent penetrant material as it goes into the wash
station in our plant, consists of an oily substance mixed
with an emulsifying agent. When washed with water, this forms
a very dilute emulsion which goes into the drain to the sanitary
sewer. The total volume of the oily substance varies from
one-half gallon to one gallon per day. This oil-emulsifier
mixture is diluted in the washing process with more than two
thousand gallons of water. As for toxicity, we have certifications
from the manufacturer of the penetrant materials that they are
nontoxic and meet all the requirements of the specification
MIL-STD-251350
Occasionally, but rarely, we have to dispose of some quantities
of used oily material in bulk. These will be accumulated in
steel drums and removed from our premises by the Connecticut
Waste Oil Co. in Tracy, Conn,
By following the procedures outlined above, we believe that we
will be operating to the satisfaction of the South Windsor Sewer
Department and the Connecticut Environmental Protection Agency.
Yours Very Truly,
Me--Te Ling Co., Inc.
