Frederick Shaw, Superintendent Pollution Control Town Hall 1540 Sullivan Avenue South Windsor, CT 06074 Subject: Town of South Windsor, CT—GIS Mapping Proposal to Assist in Locating Missing Sanitary Sewer Mains Dear Mr. Shaw: As discussed at our October 17, 2012 meeting, we are pleased to provide you with our proposal to assist the Town of South Windsor in completing a digitized base map for sanitary sewer mainlines within the sewer collection system. It is our understanding that there is currently 10 miles +/- of known sewer main which the Town is missing digital information on. The approximate locations of these are shown on the attached maps provided by the South Windsor GIS Department. It is also our understanding that there are likely several other sections of sewer main that are unknown in addition to the 10 miles currently identified. The ultimate goal of this work is to develop a complete and accurate digital map of the entire sewer collection system to assist in general operations and maintenance, sewer line inspection and cleaning, and the ability to conduct hydraulic modeling within the system. It is understood that it will take several phases to generate such mapping, with the first phase focusing on collecting information on the missing sections of sewer main only. Proposed Scope of Services This letter presents our proposed scope and budget to conduct the following tasks to assist the Town in this initial effort with the understanding that subsequent phases will include additional data collection on the sewer mains already in the Towns GIS database: 1. Consult with the CT DEEP to determine if this work would be eligible under Clean Water Funding. It determined eligible, Wright-Piece would complete the necessary paperwork on behalf of the town. If determined ineligible, it is assumed that this work will be funded by the Town. 2. Meet with the Towns Pollution Control, GIS, Engineering and Public Works departments to review the software we own and propose to utilize on this project (PIPELOGIX — www.pipelo ix.com) to ensure it meets the needs of the Town and is compatible with the Offices Throughout New England I www.wright-pierce.com 169 Main Street, 700 Plaza Middlesex Middletown, CT 06457 USA Phone 860.343.8297 1 Fax 860.343.9504 C. Frederick Shaw November 6, 2012 ~ Page 2 of 2 Town's current GIS system. At a minimum, it is anticipated that the database will include fields for the following: o GPS Coordinates (x,y,z) of each manhole at the cover elevation(Assume 200 manholes) o Sewer manhole invert elevations (Assume 200 manholes) o Sewer pipe size and material (To be determined topside with a"Pipe Mic II") o Sewer Manhole Inspection Form with NAASCO MACP Coding 3. Conduct field surveys to locate missing manholes for GPS sub-centimeter location in the x,y,z plane. It is anticipated that the GPS work will be subcontracted out to Martinez Couch & Associates, LLC of Rocky Hill, CT who owns the necessary equipment for the sub-centimeter GPS work with assistance from Wright-Pierce employees. 4. Open all GPS located manholes for the remaining data collection. It is anticipated that two Wright-Pierce employees will lead this effort but assistance will be required from Town staff at various intervals depending upon accessibility to the manholes (buried), traffic control, and the general knowledge of the system that the Town possesses. Please note that inverts will be measured manually and then entered into the database to correlate with the GPS coordinates. 5. Provide the town with the finalized electronic database from PIPELOGIX for incorporation into their existing GIS system. 6. Develop a scope and fee for the next phase, if desired by the Town. Proposed Fee Wright-Pierce proposes to complete the above scope of work on a time-charge basis with a not-to- exceed fee of $ 40,900.00 without written authorization from the Town of South Windsor. This fee includes the costs associated with data collection of the missing 10 miles of sewer main including subcontracted surveyor costs to determine invert elevations. It does not include any data collection for sewer main piping in addition to the 10 miles identified on the attached mapping. A copy of our estimated engineering fee and associated staff-hours and subcontractor costs to complete this work is enclosed for your review. If the scope and fee presented in this letter are acceptable, we can prepare a draft Agreement for review and approval by the Town. Should you have any questions or desire additional information, please call Dennis Dievert or me at 860-343-8297. Very truly yours, WRIGHT-PIERCE John W Braccio, P.E.
