Planting trees or erecting fences/structures would be considered hindering access. Recognize that the town might need to access the pipe for both routine and or emergency purposes with equipment.Any landscaping would need to not impact access. Hope this answers your question. I was told awhile ago that due to this easement I could not fence that area of my yard. Are there rules and or restrictions about planting shrubs,trees etc?
