more and improved inter-city bus service. We also envision rail passenger,
service between New Britain and Hartford."
Powers further explained that there will be no need to develop a new
Environmental Impact Statement (EIS) in connection with the decision to
proceed with the southerly route.
"This route has been evaluated as part of the environmental study now
nearing completion on all of the I-291 alternatives, " said Powers. The study
is being readied for submission to federal authorities in late April.
Once the EIS has been approved by the U. S. Secretary of Transportation,
the state Department of Transportation will proceed according to law to have
the present injunction against I-291 vacated in U. S. District Court in order
that the highway construction may commence as soon as practical. The
earliest estimated date construction might be started would be 1982.
"The decision to go with the southerly route, " said Powers, "will
meet all of our state statutory requirements for highway layouts and design
and land acquisition procedures, as well as any federal statutes and regulations
that may be applicable.
